The conflict between the state and the family

A book review by Raymond J. Keating. I just ordered the book.

Sympathy and compassion help make humans caring, moral beings. Adam Smith, the father of modern economics, understood that, as illustrated by his emphasis on sympathy in The Theory of Moral Sentiments.

Often, however, sympathy and compassion are transformed from tools of moral judgment and action into weapons of blind ideology, irrational emotionalism, and cynical politics. They particularly serve as the bat with which opponents of the welfare state get pummeled. After all, the argument goes, if you oppose an extensive network of government income, housing, healthcare, employment, and child-care assistance programs, you must be severely lacking in sympathy and compassion. To truly care, you must support big government.

That assumption, unfortunately, has long clouded the debate over welfare policies, especially when it comes to government programs affecting family life. The big-government crowd has pushed blindly for government to play an ever-larger role as financial provider for households, thereby contributing critically to the undermining of traditional families. Meanwhile, it should be noted that some who argue against such programs have tried to make their case without fully acknowledging the important economic and societal roles played by the family.

[…]Part of the problem is the failure to apply economic analysis to the family’s role in the economy and to the impact of government policies on the family. That has been remedied to a degree in The War Between the State and the Family: How Government Divides and Impoverishes by Patricia Morgan. Published initially by the London-based Institute of Economic Affairs, it mainly deals with the programs and realities of Great Britain, but the discussion and analysis obviously apply elsewhere, including the United States.

Morgan pulls together overwhelming evidence and data showing the benefits to adults, children, and society in general of marriage and intact families, and the problems of non-marriage, single parenthood, and divorce. And she illustrates how the welfare state subsidizes and encourages family breakdown.

For example, Morgan shows that marriage boosts personal responsibility and employment among males, while single males are far more likely to be jobless and receiving government assistance. She also makes clear that government benefits have a strong impact on marriage and childbearing decisions and responsibilities among both men and women.

She notes the varying ways in which government policies affect such critical decisions: “By rewarding some behaviours and penalising others, tax and welfare systems affect the preference and behaviour of individuals not just through hard cash calculations but by (unavoidably) embodying and promoting certain values and assumptions. . . . The generous subsidisation of the lone-parent household cannot but reinforce the belief that it is quite acceptable for men to expect the state to provide for their offspring.”

Morgan sums up the implications of all this on the size and intrusiveness of government: “Growing family and household fragmentation” drives government spending and taxes ever higher; increases the “number of clients of the state”; “displaces existing institutional and private arrangements”; places the government in the role of parent and provider to children; allows for increased government intrusions into family life; and generates “an increasing mass of legislation and regulation of provisions for custody, access and financial support.” For good measure, child development is inevitably hampered due to the loss of “private investment in children,” which can never be matched in substance or quality by government programs.

She’s like a British Jennifer Roback Morse, and I mean to read her book.

What I find puzzling is that I keep running into young people who aspire to be married and to have children, but who are going about their plan in ways that seem to be counterproductive – at least to me. I see a lot of young people voting Democrat, for example. I find this confusing, because voting Democrat means that there will be fewer jobs, higher taxes, more debt and more crime. That’s just a start. So why are people voting for Democrats when Democrat policies undermine the feasibility of marriage? Probably because they saw Republicans being mocked on Comedy Central and cannot tell the difference between comedy and news.

Mary Eberstadt’s book “Home Alone America”

I thought I would write quickly about Mary Eberstadt’s book “Home Alone America”, which I read a few years back.

Up until now, public discussion of issues like day care has been dominated by feminist journalists and academics who take their own career decisions for granted and call on society to make their lives easier: How can I be equal to a man if society won’t give me better day care? Eberstadt strides into this situation and asks a totally different series of questions: Are children any happier in day care than they are with their mothers? If not, should that effect a woman’s career decisions? Are unhappy children who bite and get aggressive or ill in day care growing tougher, stronger, and more ruggedly individualist, or is it we adults who are being coarsened to needs of our children?

[…]Increasingly, we’re medicating children for mental illnesses that barely existed in the past. Take “separation anxiety disorder” (SAD), defined as “developmentally inappropriate and excessive anxiety concerning separation from home or from those to whom the individual is attached.” This syndrome is now said to affect about 10 percent of the nation’s children. One of its symptoms is “refusal to attend classes or difficulty remaining in school for an entire day” — in other words, what used to be called “truancy.”

Are 10 percent of the nation’s children really in need of treatment for SAD, or are most of these children actually behaving more normally than mothers who have little trouble parting from their children for most of the day? Is it surprising that children get SAD in the absence of their parents? As Eberstadt suggests, maybe we need to define a whole new range of disorders: “There is no mental disorder…called, say, preoccupied parent disorder, to pathologize a mother or father too distracted to read Winnie the Pooh for the fourth time or to stay up on Saturday night waiting for a teenager to come home from the movies. Nor will one find divorced second-family father disorder, even though the latter might explain what we could call the ‘developmentally inappropriate’ behaviors of certain fathers, such as failure to pay child support or to show up for certain important events. There is also nothing…like separation non-anxiety disorder to pathologize parents who can separate for long stretches from their children without a pang.”

Eberstadt writes: “Of reported cases of chlamydia in 2000, 74 percent occurred in persons age 15 to 24, and that number is judged to be ‘a substantial underestimate of the true incidence of chlamydia among young people,’ in the words of The Alan Guttmacher Institute. An estimated 11 percent of people age 15 to 24 are infected with genital herpes, and 33 percent of females in the same age group are thought to be infected with human papillomavirus (HPV). This age group is also thought to account for 60 percent of gonorrhea cases. … Of the 18.9 million new STD cases in the United States in 2000, about 9.1 million, or half, were found in people between the ages of 15 and 24.”

[…]Where are many of these kids having sex? In empty homes. A study in the journal Pediatrics of public-school kids found that 91 percent were having sex in a home setting — usually after school, when parents aren’t around. Absent parents are practically an invitation to early sexual initiation. According to Pediatrics, “Youths who were unsupervised for 30 or more hours per week were more likely to be sexually active compared with those who were unsupervised for 5 hours a week or less.”

[…]This is just the beginning of Eberstadt’s distressing catalog:

There has been a dramatic increase in ear infections, technically known as otitis media, in children. Eberstadt quotes a specialist: “Virtually every study ever done on the increase in otitis media has shown that day care is the most important difference.”

According to Eberstadt, “Practically every index of juvenile mental and emotional problems is rising.” Many of these maladies are linked to absent parents. A Department of Health and Human Services report found that “children in single-parent families are two to three times as likely as children in two-parent families to have emotional and behavioral problems.”

And so on.

If you’ve never thought about the effects of day care and parent-child separation, you should take a look. I thought that there were places in the book where the argumentation was a bit loose, and evidence was suspect or absent, but it is a good thing to get a different point of view on these issues. My concern is that parents will be all too ready to blame the suffering of the children on “mental problems” caused by “genetics” or “brain chemistry”, rather than give up their two-parents-working lifestyle, and the economic perks that it brings. Frankly, children are a pain, and some parents will prefer to have to deal with grown-ups at work instead of screaming babies at home. Somehow, they feel ashamed for having to take care of children – as if raising children is somehow useless work because the government doesn’t get any tax revenue from it. And the government might encourage parents to keep working even if the children are showing symptoms of anxiety, depression, etc.

Imagine how this works out in a single-payer system, e.g. – Canada. The government wants women to work, so they can get more tax money for taking over more of private businesses and redistributing wealth in more areas to make everyone “equal”. They raise taxes, and now more women must work instead of staying home. Children go into government-run day care centers funded by the government via tax money from working mothers. The day cares educate the children instead of the parents. What happens when the children develop mental problems or behavioral problems? Can the state-run medical system blame the government for forcing women to work? Of course not – the child is somehow to blame, and will have to be medicated. The parents believe this because they do not want to believe that their drive for more material possessions has caused their child any harm. It must be the brain chemicals that are to blame – not the intrusion of government and not the selfishness of the parents.

Study finds that gay parents are more likely to raise gay kids

A new peer-reviewed study about gay parents raising gay kids in AOL News.

Walter Schumm knows what he’s about to do is unpopular: publish a study arguing that gay parents are more likely to raise gay children than straight parents. But the Kansas State University family studies professor has a detailed analysis that past almost aggressively ideological researchers never had.

[…]His study on sexual orientation, out next month, says that gay and lesbian parents are far more likely to have children who become gay. “I’m trying to prove that it’s not 100 percent genetic,” Schumm tells AOL News.

His study is a meta-analysis of existing work. First, Schumm extrapolated data from 10 books on gay parenting… [and] skewed his data so that only self-identified gay and lesbian children would be labeled as such.

This is important because sometimes Schumm would come across a passage of children of gay parents who said they were “adamant about not declaring their sexual orientation at all.” These people would be labeled straight, even though the passage’s implication was that they were gay.

Schumm concluded that children of lesbian parents identified themselves as gay 31 percent of the time; children of gay men had gay children 19 percent of the time, and children of a lesbian mother and gay father had at least one gay child 25 percent of the time.

Furthermore, when the study restricted the results so that they included only children in their 20s — presumably after they’d been able to work out any adolescent confusion or experimentation — 58 percent of the children of lesbians called themselves gay, and 33 percent of the children of gay men called themselves gay. (About 5 to 10 percent of the children of straight parents call themselves gay, Schumm says.)

Schumm next went macro, poring over an anthropological study of various cultures’ acceptance of homosexuality. He found that when communities welcome gays and lesbians, “89 percent feature higher rates of homosexual behavior.”

Finally, Schumm looked at the existing academic studies… In all there are 26 such studies. Schumm ran the numbers from them and concluded that, surprisingly, 20 percent of the kids of gay parents were gay themselves. When children only 17 or older were included in the analysis, 28 percent were gay.

Abstract:

Ten narrative studies involving family histories of 262 children of gay fathers and lesbian mothers were evaluated statistically in response to Morrison’s (2007) concerns about Cameron’s (2006) research that had involved three narrative studies. Despite numerous attempts to bias the results in favour of the null hypothesis and allowing for up to 20 (of 63, 32%) coding errors, Cameron’s (2006) hypothesis that gay and lesbian parents would be more likely to have gay, lesbian, bisexual or unsure (of sexual orientation) sons and daughters was confirmed. Percentages of children of gay and lesbian parents who adopted non-heterosexual identities ranged between 16% and 57%, with odds ratios of 1.7 to 12.1, depending on the mix of child and parent genders. Daughters of lesbian mothers were most likely (33% to 57%; odds ratios from 4.5 to 12.1) to report non-heterosexual identities. Data from ethnographic sources and from previous studies on gay and lesbian parenting were re-examined and found to support the hypothesis that social and parental influences may influence the expression of non-heterosexual identities and/or behaviour. Thus, evidence is presented from three different sources, contrary to most previous scientific opinion, even most previous scientific consensus, that suggests intergenerational transfer of sexual orientation can occur at statistically significant and substantial rates, especially for female parents or female children. In some analyses for sons, intergenerational transfer was not significant. Further research is needed with respect to pathways by which intergenerational transfer of sexual orientation may occur. The results confirm an evolving tendency among scholars to cite the possibility of some degree of intergenerational crossover of sexual orientation.
