Two black economists explain how to end poverty in America

Economist Walter Williams
Economist Walter Williams

Walter Wiliams is one of my two favorite economists, the other being Thomas Sowell.

Here is his article on wealth and poverty on Creators written by Dr. Williams.

First, real poverty is not common in America:

There is no material poverty in the U.S. Here are a few facts about people whom the Census Bureau labels as poor. Dr. Robert Rector and Rachel Sheffield, in their study “Understanding Poverty in the United States: Surprising Facts About America’s Poor”, report that 80 percent of poor households have air conditioning; nearly three-quarters have a car or truck, and 31 percent have two or more. Two-thirds have cable or satellite TV. Half have one or more computers. Forty-two percent own their homes. Poor Americans have more living space than the typical non-poor person in Sweden, France or the U.K. What we have in our nation are dependency and poverty of the spirit, with people making unwise choices and leading pathological lives aided and abetted by the welfare state.

Second, the “poverty” is not caused by racism, but by poor choices:

The Census Bureau pegs the poverty rate among blacks at 35 percent and among whites at 13 percent. The illegitimacy rate among blacks is 72 percent, and among whites it’s 30 percent. A statistic that one doesn’t hear much about is that the poverty rate among black married families has been in the single digits for more than two decades, currently at 8 percent. For married white families, it’s 5 percent. Now the politically incorrect questions: Whose fault is it to have children without the benefit of marriage and risk a life of dependency? Do people have free will, or are they governed by instincts?

There may be some pinhead sociologists who blame the weak black family structure on racial discrimination. But why was the black illegitimacy rate only 14 percent in 1940, and why, as Dr. Thomas Sowell reports, do we find that census data “going back a hundred years, when blacks were just one generation out of slavery … showed that a slightly higher percentage of black adults had married than white adults. This fact remained true in every census from 1890 to 1940”? Is anyone willing to advance the argument that the reason the illegitimacy rate among blacks was lower and marriage rates higher in earlier periods was there was less racial discrimination and greater opportunity?

Third, avoiding poverty is the result of good choices:

No one can blame a person if he starts out in life poor, because how one starts out is not his fault.

If he stays poor, he is to blame because it is his fault. Avoiding long-term poverty is not rocket science. First, graduate from high school. Second, get married before you have children, and stay married. Third, work at any kind of job, even one that starts out paying the minimum wage. And finally, avoid engaging in criminal behavior. It turns out that a married couple, each earning the minimum wage, would earn an annual combined income of $30,000. The Census Bureau poverty line for a family of two is $15,500, and for a family of four, it’s $23,000. By the way, no adult who starts out earning the minimum wage does so for very long.

Fourth, what stops people from making good choices is big government:

Since President Lyndon Johnson declared war on poverty, the nation has spent about $18 trillion at the federal, state and local levels of government on programs justified by the “need” to deal with some aspect of poverty. In a column of mine in 1995, I pointed out that at that time, the nation had spent $5.4 trillion on the War on Poverty, and with that princely sum, “you could purchase every U.S. factory, all manufacturing equipment, and every office building. With what’s left over, one could buy every airline, trucking company and our commercial maritime fleet. If you’re still in the shopping mood, you could also buy every television, radio and power company, plus every retail and wholesale store in the entire nation”. Today’s total of $18 trillion spent on poverty means you could purchase everything produced in our country each year and then some.

Regarding those last two points, here is Thomas Sowell:

Economist Thomas Sowell blames welfare for killing the black family
Economist Thomas Sowell blames welfare for killing the black family

To illustrate this point, here’s a graph with some helpful data taken from the U. S. Census.

Black women were more likely to be married before welfare programs
Black women were more likely to be married before welfare programs

In fact, there is a whole video featuring Thomas Sowell to go with this graph:

And an article to go with it:

If we wanted to be serious about evidence, we might compare where blacks stood a hundred years after the end of slavery with where they stood after 30 years of the liberal welfare state. In other words, we could compare hard evidence on “the legacy of slavery” with hard evidence on the legacy of liberals.

Despite the grand myth that black economic progress began or accelerated with the passage of the civil rights laws and “war on poverty” programs of the 1960s, the cold fact is that the poverty rate among blacks fell from 87 percent in 1940 to 47 percent by 1960. This was before any of those programs began.

Over the next 20 years, the poverty rate among blacks fell another 18 percentage points, compared to the 40-point drop in the previous 20 years. This was the continuation of a previous economic trend, at a slower rate of progress, not the economic grand deliverance proclaimed by liberals and self-serving black “leaders.”

Ending the Jim Crow laws was a landmark achievement. But, despite the great proliferation of black political and other “leaders” that resulted from the laws and policies of the 1960s, nothing comparable happened economically. And there were serious retrogressions socially.

Nearly a hundred years of the supposed “legacy of slavery” found most black children being raised in two-parent families in 1960. But thirty years after the liberal welfare state found the great majority of black children being raised by a single parent.

The rest of the article points out how even crime rates among blacks were caused by the implementation of soft law enforcement policies by progressives. Just look at the big cities if you want to know what it is like for blacks to be ruled by Democrats. It sucks!

If everybody started to read more Thomas Sowell books, we would be much better off as a country! Only good things happen when people stop watching TV and listening to music and watching movies, and instead settle down in a chair with a Thomas Sowell book. I recommended a bunch of them in a previous post.

Economist asks whether policies of white liberals will protect blacks from crime

Economist Walter Williams
Economist Walter Williams

Famous black economist Thomas Sowell helped me to form my views on economics in so many areas. But there’s another black economist who is very famous. My Dad sent me an article by Walter Williams where he looks at crime statistics and race. This is something that affects my family, because we aren’t white. When it comes to crime, which policies work to protect us?

Here is the column, which was published on Daily Wire:

Let’s… turn to a recent article by Heather Mac Donald, who is a senior fellow at the New York-based Manhattan Institute. She is a contributing editor of City Journal, and a New York Times bestselling author. Her most recent article, “A Platform of Urban Decline,” which appeared in Manhattan Institute’s publication Eye On The News, addresses race and crime. She reveals government statistics you’ve never read before.

According to leftist rhetoric, whites pose a severe, if not mortal, threat to blacks. Mac Donald says that may have once been true, but it is no longer so today. To make her case, she uses the latest Bureau of Justice Statistics 2018 survey of criminal victimization. Mac Donald writes: “According to the study, there were 593,598 interracial violent victimizations (excluding homicide) between blacks and whites last year, including white-on-black and black-on-white attacks. Blacks committed 537,204 of those interracial felonies, or 90 percent, and whites committed 56,394 of them, or less than 10 percent. That ratio is becoming more skewed, despite the Democratic claim of Trump-inspired white violence. In 2012-13, blacks committed 85 percent of all interracial victimizations between blacks and whites; whites committed 15 percent. From 2015 to 2018, the total number of white victims and the incidence of white victimization have grown as well.”

There are other stark figures not talked about often. According to the FBI’s Uniform Crime Reporting for 2018, of the homicide victims for whom race was known, 53.3% were black, 43.8% were white and 2.8% were of other races. In cases where the race of the offender was known, 54.9% were black, 42.4% were white, and 2.7% were of other races.

So, what are the policies proposed to protect blacks from being the victims of crime? Well, there are three.

  1. white liberals want to encourage black women to raise fatherless children by normalizing sex before marriage, and paying black women to have children outside of marriage.
  2. white liberals want to confiscate the weapons that law-abiding blacks use to defend themselves from criminals.
  3. white liberals want to deny blacks school choice, trapping them into failing schools so that they can’t get out of dangerous neighborhoods by rising in education, career and finance.

In another column from Townhall, Williams quotes Malcolm X, who had a low opinion of these policies:

Malcolm X said: “The worst enemy that the Negro have is this white man that runs around here drooling at the mouth professing to love Negros and calling himself a liberal, and it is following these white liberals that has perpetuated problems that Negros have. If the Negro wasn’t taken, tricked or deceived by the white liberal, then Negros would get together and solve our own problems. I only cite these things to show you that in America, the history of the white liberal has been nothing but a series of trickery designed to make Negros think that the white liberal was going to solve our problems. Our problems will never be solved by the white man.”

I think that blacks will do much better than they are now when they stop listening to the “compassion” of white liberals, and start looking at how they do living and working in a time of Republican policies. We have record low black unemployment now. It’s a curious sort of racism that believes in blacks to forge their own destinies, earning and choosing their way to success.

But some problems are not fixable with policies.

Williams notes:

The most devastating problems that black people face today have absolutely nothing to do with our history of slavery and discrimination. Chief among them is the breakdown of the black family, wherein 75 percent of blacks are born to single, often young, mothers. In some cities and neighborhoods, the percentage of out-of-wedlock births is over 80. Actually, “breakdown” is the wrong term; the black family doesn’t form in the first place. This is entirely new among blacks.

According to the 1938 Encyclopaedia of the Social Sciences, that year only 11 percent of black children were born to unwed mothers. As late as 1950, female-headed households constituted only 18 percent of the black population. Today it’s close to 70 percent. In much earlier times, during the late 1800s, there were only slight differences between the black family structure and those of other ethnic groups. In New York City in 1925, 85 percent of kin-related black households were two-parent households. Welfare has encouraged young women to have children out of wedlock. The social stigma once associated with unwed pregnancy is all but gone.

You can’t blame “the legacy of slavery” for the breakdown of the black family, because the black family was working great long after slavery was abolished.

So let me say something about myself and my marriage plan.

Because of my skin color, it would be natural for me to look to start a family with a black woman. According to marriage statistics, marriages where both spouses are the same color tend to succeed. But because of my Christian faith, I have to be a virgin myself, and I have to look for a virgin as a bride. But this standard is dead in the black community. Recreational sex with hot bad boys the rule, instead of choosing men who commit before sex. According to research, abstaining from sex before marriage is the best way to ensure that any children that are conceived in the marriage will grow up in a stable relationship with a father (me) in the home.

Unfortunately, white liberals don’t support me in these behaviors and plans. And black women agree with white liberals. They vote overwhelmingly for anti-marriage policies like promoting recreational sex in the schools, abortion, single mother welfare, no-fault divorce, redefining marriage to remove the requirement for complementary genders, etc.

According to exit polls, 98% of black women vote Democrat. They don’t do this by flipping a coin – they believe in Democrat policies. No marriage-minded man is going to be interested in entering a lifelong commitment with someone who supports anti-marriage policies.

Domestic violence rates are higher for homosexual couples than for heterosexual couples

Young people seem to like gay marriage more than they like individual liberties
Young people seem to like gay marriage more than they like individual liberties

Since June is Pride Month, I thought it might be a good idea to take a look at some data to decide what we should be telling young people about homosexuality. Although people on the secular left are very easily offended by any sort of disapproval these days, the safest approach is still to present the scientific facts – maybe from behind an alias (just for safety).

Excerpt:

Data on the rates of same-sex partner abuse have only become available in recent years. Even today, many of the statistics and materials on domestic violence put out by organizations like the Center for Disease Control and the Department of Justice still focus exclusively on heterosexual relationships, and specifically heterosexual women. While the CDC does provide some resources on its website for the LGBT population, the vast majority of the information is targeted at women.  Materials provided by the CDC for violence prevention and survivor empowerment prominently feature women in their statistics and photographs.

In 2013, the CDC released the results of a 2010 study on victimization by sexual orientation, and admitted that “little is known about the national prevalence of intimate partner violence, sexual violence, and stalking among lesbian, gay, and bisexual women and men in the United States.” The report found that bisexual women had an overwhelming prevalence of violent partners in their lives: 75 percent had been with a violent partner, as opposed to 46 percent of lesbian women and 43 percent of straight women. For bisexual men, that number was 47 percent. For gay men, it was 40 percent, and 21 percent for straight men.

The most recent statistics available on same-sex intimate partner violence from the National Coalition of Anti-Violence Programs, which focuses on LGBT relationships, reported 21 incidents of intimate partner homicides in the LGBT community, the highest ever. Nearly half of them were gay men and, for the second year in a row, the majority of survivors were people of color—62 percent.

In 2012, NCAVP programs around the country received 2,679 reports of intimate partner violence, a decrease of around 32 percent from 2011. However the report noted that many of the NCAVP’s member organizations were operating at decreased capacity due to limiting the number of cases they were able to take. The report said that excluding data from organizations, there was actually a 29 percent increase in reports of violence from 2011 to 2012.

That article comes from a source with a very clear pro-gay-agenda bias, so let’s take a look at an article from the Family Research Council to balance it out. They rely on mainstream data sources as well, like the CDC, the DOJ, the US Census, etc.

Excerpt:

A study in the Journal of Interpersonal Violence examined conflict and violence in lesbian relationships. The researchers found that 90 percent of the lesbians surveyed had been recipients of one or more acts of verbal aggression from their intimate partners during the year prior to this study, with 31 percent reporting one or more incidents of physical abuse.[69]

In a survey of 1,099 lesbians, the Journal of Social Service Research found that “slightly more than half of the [lesbians] reported that they had been abused by a female lover/partner. The most frequently indicated forms of abuse were verbal/emotional/psychological abuse and combined physical-psychological abuse.”[70]

In their book Men Who Beat the Men Who Love Them: Battered Gay Men and Domestic Violence,D. Island and P. Letellier report that “the incidence of domestic violence among gay men is nearly double that in the heterosexual population.”[71]

[…]Homosexual and lesbian relationships are far more violent than are traditional married households:

The Bureau of Justice Statistics (U.S. Department of Justice) reports that married women in traditional families experience the lowest rate of violence compared with women in other types of relationships.[72]

A report by the Medical Institute for Sexual Health concurred,

It should be noted that most studies of family violence do not differentiate between married and unmarried partner status. Studies that do make these distinctions have found that marriage relationships tend to have the least intimate partner violence when compared to cohabiting or dating relationships.[73]

In lesbian relationships, the rate of domestic violence is extremely high, from 17% to 45%, depending on the study. I do think that men exert a calming influence on women’s emotions, helping them to channel their feelings into words and reasoned arguments. That short-circuits the tendency toward violent outbursts. That’s why I urge men, if they must marry, to practice disagreeing and debating with women before the marriage is actualized. You need to find out what this other person does in a conflict situation before you commit to her for life.
