Louisiana governor Bobby Jindal delivers effective education reform

Looks like Republican governor Bobby Jindal made it into the Wall Street Journal.

Governors of both parties have promoted education reform, but so far no one has delivered more than Louisiana’s Bobby Jindal. This week he’ll sign two bills that offer a national model for competition and parental choice.

Louisiana’s new laws will essentially give all parents an average of $8,500 to use for their child’s education as they see fit. They can keep their child in their local public school, but they can also try to get Johnny into a more demanding charter school, or a virtual school, or into special language or career-training courses, among other options.

Nearly 400,000 low-income children—a bit more than half of all students—will also be eligible for vouchers to attend private schools. State officials estimate that about 2,000 students will use vouchers this September given private-school capacity limits, but that tens of thousands will do so over time.

Louisiana is also making life easier for charter schools, with new authorizing boards, a fast-track for high-performing networks, and access to facilities equal to that of traditional public schools. The new laws seek to strengthen superintendents and principals over local school boards, which are bastions of bureaucratic and union intransigence.

Nearly as dramatic are reforms in teacher tenure. To earn tenure, teachers will now have to rate in the top 10% (measured in part by student performance) for five of six consecutive years, and any teacher who falls into the bottom 10% loses tenure. No teacher in the bottom 10% can get a raise, while layoffs will no longer hit the junior-most teachers first while ignoring performance.

Mr. Jindal made school reform a second-term priority after winning a landslide re-election last November. By then he had appointed or helped elect reformers to the state superintendent’s office and board of education.

Louisiana voters also had a preview of reform’s potential. Since Hurricane Katrina in 2005, New Orleans schools have become almost exclusively charters—with dramatic academic improvements—and the city has run a small and oversubscribed voucher program since 2008. As for tenure, the reforms attach consequences to a teacher-evaluation system enacted in 2010.

The result: the reforms attracted bipartisan legislative majorities of roughly 60%. Over four votes (two different bills, each having to pass the House and Senate), one-quarter to one-half of Democrats voted for reform, including many black representatives, especially those from New Orleans.

Teachers unions were predictably opposed and even heavier-handed than usual. Michael Walker Jones of the Louisiana Association of Educators dismissed choice on grounds that “If I’m a parent in poverty I have no clue because I’m trying to struggle and live day to day.” Unions pushed principals to cancel school—sometimes giving parents less than 24 hours notice—so teachers could protest at the state Capitol. It was a tired act.

Mr. Jindal joins Indiana’s Mitch Daniels in passing the most far-reaching school reforms, and now they’ll have to follow through to produce better student outcomes. Unions will seize on any troubles as a sign of failure, but success might catalyze similar reforms across the country that could finally improve the life prospects for all American children.

Now is a good time to compare and contrast those reforms with the record of the Obama administration:

The Democrats worked with the teacher unions to kill voucher programs for the poorest students in Washington DC, many of them minority students.

“House and Senate Appropriators this week ignored the wishes of D.C.’s mayor, D.C.’s public schools chancellor, a majority of D.C.’s city council, and more than 70 percent of D.C. residents and have mandated the slow death of the D.C. Opportunity Scholarship Program. This successful school voucher program–for D.C.’s poorest families–has allowed more than 3,300 children to attend the best schools they have ever known.

The decision to end the program, a decision buried in a thousand-page spending bill and announced right before the holidays, destroys the hopes and dreams of thousands of D.C. families. Parents and children have rallied countless times over the past year in support of reauthorization and in favor of strengthening the OSP.

Yet, despite the clearly positive results and the proven success of this program, Sen. Dick Durbin, Rep. Jose Serrano, Del. Eleanor Holmes Norton, and Secretary Arne Duncan worked together to kill the OSP. Funding the program only for existing children shrinks the program each year, compromises the federal evaluation of the program, denies entry to the siblings of existing participants, and punishes those children waiting in line by sentencing them to failing and often unsafe schools.

What is incredibly disappointing to low-income families in Washington, D.C. has been the silence of President Barack Obama. The President, who benefited from K-12 scholarships himself, worked on behalf of low-income families in Chicago, and exercises school choice as a parent, has stood silently on the sidelines while his Secretary of Education belittled the importance of helping such a small number of children in the nation’s capital.”

Another Wall Street Journal article explains why voucher programs work for children. They don’t work for teacher unions, and that’s why Democrats oppose them.

In a study published last year, Patrick Wolf of the University of Arkansas found that voucher recipients had graduation rates of 91%. That’s significantly higher than the D.C. public school average (56%) and the graduation rate for students who applied for a D.C. voucher but didn’t win the lottery (70%). In testimony before a Senate subcommittee in February, Mr. Wolf said that “we can be more than 99% confident that access to school choice through the Opportunity Scholarship Program, and not mere statistical noise, was the reason why OSP students graduated at these higher rates.”

The administration downplays these findings. But the students who attend D.C. public schools are overwhelmingly black and poor, and the achievement gap has a particularly devastating impact on their communities. High school dropouts are eight times more likely than someone with a diploma to wind up behind bars. Some 60% of black male high school dropouts in their 30s have prison records. And nearly one in four young black male dropouts is in jail or juvenile detention.

Mr. Obama says he wants to help all students—not just the lucky few who receive vouchers. But that’s an argument for offering more vouchers to those in need, not for reducing school choice. Policies ought to be weighed against available alternatives, not some unattainable ideal. The alternative to a voucher for families in D.C. ghettos and elsewhere is too often a substandard public school.

The positive effects of the D.C. voucher program are not unique. A recent study of Milwaukee’s older and larger voucher program found that 94% of students who stayed in the program throughout high school graduated, versus just 75% of students in Milwaukee’s traditional public schools. And contrary to the claim that vouchers hurt public schools, the report found that students at Milwaukee public schools “are performing at somewhat higher levels as a result of competitive pressure from the school voucher program.” Thus can vouchers benefit even the children that don’t receive them.

Research gathered by Greg Forster of the Foundation for Educational Choice also calls into question the White House assertion that vouchers are ineffective. In a paper released in March, he says that “every empirical study ever conducted in Milwaukee, Florida, Ohio, Texas, Maine and Vermont finds that voucher programs in those places improved public schools.” Mr. Forster surveyed 10 empirical studies that use “random assignment, the gold standard of social science,” to assure that the groups being compared are as similar as possible. “Nine [of the 10] studies find that vouchers improve student outcomes, six that all students benefit and three that some benefit and some are not affected,” he writes. “One study finds no visible impact. None of these studies finds a negative impact.”

Such results might influence the thinking of an objective observer primarily interested in doing right by the nation’s poor children. But they are unlikely to sway a politician focused on getting re-elected with the help of teachers unions.

There is a difference between Demcorats and Republicans, and the difference is that Republicans think that children do better when their parents can choose a school that works for their child. Republicans are the evidence-based party – they do what’s right. But Democrats do whatever it takes to please their special interest groups.

New study finds that female teachers give male students lower marks

A key reason why boys lag behind in the classroom is revealed for the first time today – female teachers.

Ground-breaking research shows that boys lower their sights if they think their work is going to be marked by a woman because they believe their results will be worse.

It also shows their suspicions are correct – female teachers did, on average, award lower marks to boys than unidentified external examiners. Male teachers, by contrast, awarded them higher marks than external examiners.

The findings, published by the Centre for Economic Performance today, could have immense repercussions for boys because of the dearth of male teachers in the profession. Only 15 per cent of primary school staff are men.

The findings were yesterday described as “fascinating” by one of the country’s leading academic researchers, Professor Alan Smithers, of the Centre for Education and Employment at the University of Buckingham.

He said the research, carried out among 1,200 children in 29 schools across the country, had shown a possible reason for the glaring gap in performance between girls and boys right through schooling.

I wonder if feminism and misandry (antagonism towards men) has anything to do with the results of this study?

Where are the male teachers?

Another contributing  factor causing men to underperform in school is that there are almost no male teachers and also that boys don’t learn well in co-ed classrooms – they get distracted by girls. The curriculum is not suitable for boys, who learn better with different materials that focus more on things that boys like, like wars, guns and adventures. Boys learn better with male teachers and all-male classrooms because they need male role models in order to succeed.

The organization MenTeach, a Minnesota organization dedicated to increasing the number of males working with young children, posted a survey on its Web site showing that males constitute less than 20 percent of America’s 2.9 million elementary and middle school teachers. The 2008 survey, based on source data from the Bureau of Labor Statistics, showed even more drastic differences among different grade levels:

  • 44 percent of America’s 1.2 million secondary school teachers.
  • 18.8 percent of America’s 2.9 million elementary and middle school teachers.
  • 2.4 percent of America’s 685,000 pre-kindergarten and kindergarten teachers.

No wonder women are earning 60% of college undergraduate degrees and men are struggling to find jobs.  Most women want men to be strong husbands and fathers, so they’ll need to make sure that men have jobs. In order for men to have jobs, they’ll want to oppose feminists who discriminate against men in the education system.

The War Against Boys

An excellent book on this topic is Christina Hoff Sommers’ “The War Against Boys“. You can read a summary of her argument here.

By the late 1990s the myth of the downtrodden girl was showing some signs of unraveling, and concern over boys was growing. In 1997 the Public Education Network (PEN) announced at its annual conference the results of a new teacher-student survey titled The American Teacher 1997: Examining Gender Issues in Public Schools. The survey was funded by the Metropolitan Life Insurance Company and conducted by Louis Harris and Associates.

During a three-month period in 1997 various questions about gender equity were asked of 1,306 students and 1,035 teachers in grades seven through twelve. The MetLife study had no doctrinal ax to grind. What it found contradicted most of the findings of the AAUW, the Sadkers, and the Wellesley College Center for Research on Women: “Contrary to the commonly held view that boys are at an advantage over girls in school, girls appear to have an advantage over boys in terms of their future plans, teachers’ expectations, everyday experiences at school and interactions in the classroom.”

Some other conclusions from the MetLife study: Girls are more likely than boys to see themselves as college-bound and more likely to want a good education. Furthermore, more boys (31 percent) than girls (19 percent) feel that teachers do not listen to what they have to say.

At the PEN conference, Nancy Leffert, a child psychologist then at the Search Institute, in Minneapolis, reported the results of a survey that she and colleagues had recently completed of more than 99,000 children in grades six through twelve. The children were asked about what the researchers call “developmental assets.” The Search Institute has identified forty critical assets—”building blocks for healthy development.” Half of these are external, such as a supportive family and adult role models, and half are internal, such as motivation to achieve, a sense of purpose in life, and interpersonal confidence. Leffert explained, somewhat apologetically, that girls were ahead of boys with respect to thirty-seven out of forty assets. By almost every significant measure of well-being girls had the better of boys: they felt closer to their families; they had higher aspirations, stronger connections to school, and even superior assertiveness skills. Leffert concluded her talk by saying that in the past she had referred to girls as fragile or vulnerable, but that the survey “tells me that girls have very powerful assets.”

The Horatio Alger Association, a fifty-year-old organization devoted to promoting and affirming individual initiative and “the American dream,” releases annual back-to-school surveys. Its survey for 1998 contrasted two groups of students: the “highly successful” (approximately 18 percent of American students) and the “disillusioned” (approximately 15 percent). The successful students work hard, choose challenging classes, make schoolwork a top priority, get good grades, participate in extracurricular activities, and feel that teachers and administrators care about them and listen to them. According to the association, the successful group in the 1998 survey is 63 percent female and 37 percent male. The disillusioned students are pessimistic about their future, get low grades, and have little contact with teachers. The disillusioned group could accurately be characterized as demoralized. According to the Alger Association, “Nearly seven out of ten are male.”

That was all written in 2000 – the problem is much worse now.

Sommers’ book is must reading for any parent of a boy. It would also be a good book for pastors to read, so that they have an accurate understanding of the problems facing men, and can mentor them so that they can succeed.

New York teacher worth $10 million is paid $100,000 a year to do nothing

The New York Post reports on the horror of teacher unions.

In a defiant raspberry to the city Department of Education — and taxpayers — disgraced teacher Alan Rosenfeld, 66, won’t retire.

Deemed a danger to kids, the typing teacher with a $10 million real estate portfolio hasn’t been allowed in a classroom for more than a decade, but still collects $100,049 a year in city salary — plus health benefits, a growing pension nest egg, vacation and sick pay.

Mayor Bloomberg and Gov. Cuomo can call for better teacher evaluations until they’re blue-faced, but Rosenfeld and six peers with similar gigs costing about $650,000 a year in total salaries are untouchable. Under a system shackled by protections for tenured teachers, they can’t be fired, the DOE says.

[…]Accused in 2001 of making lewd comments and ogling eighth-grade girls’ butts at IS 347 in Queens, Rosenfeld was slapped with a week off without pay after the DOE failed to produce enough witnesses at a hearing.

But instead of returning Rosenfeld to the classroom, the DOE kept him in one of its notorious “rubber rooms,” where teachers in misconduct cases sat idle or napped. As The Post reported, Rosenfeld kept busy managing his many investment properties and working on his law practice. He’s a licensed attorney and real-estate broker.

[…]Asked what work he does, Rosenfeld laughingly told his friend, “Oh, I Xeroxed something the other day.”

Rosenfeld could have retired four years ago at 62, but his pension grows by $1,700 for each year he stays — even without teaching. If he quit today, his annual pension would total an estimated $85,400.

[…]Rosenfeld will also get paid for 100 unused sick days when he leaves.

New York has no mandatory retirement age for teachers.

Teacher unions are the base of the Democrat party. Democrats keep telling parents that the solution to public school failure is to shovel more tax money at the teacher unions, who just turn around and donate it right back to the Democrats. It’s a vicious circle. The solution is to abolish public sector unions and the Department of Education. Let parents have a voucher and let them decide which school meets their needs. When parents have the money back in their pockets, schools will have to care about children again.

It’s important for people to understand that Democrats are not good. They screw children out of an education and then lie to parents about wanting what’s best for children. But they just want more money for their own campaign war chests, and that’s what they get when they persuade a gullible public to spend more on “education”.
