Should welfare be paid to able-bodied Americans indefinitely? Is dependency good for people?

Nancy P. posted this article from the Heritage Foundation, and I thought it would make a good blog post.

Food stamp rolls have been growing rapidly. But what many may not realize is that participation among able-bodied adults without dependents (ABAWDs) has been skyrocketing compared to the total number of participants. That’s just one reason Congress should reform the food stamp program in the farm bill now under consideration. In just four years, the number of able-bodied adults without dependents (ABAWDs) on the food stamp rolls skyrocketed by over 2 million. While overall food stamp use grew by 53 percent between Fiscal Year 2007 and Fiscal Year 2010 (from about 26 million to nearly 40 million), it more than doubled among able-bodied adults without dependents during this time–from 1.7 million to 3.9 million–an increase of  roughly 127 percent.  Food stamp spending today is roughly $80 billion, double what it was in Fiscal Year 2008.

[…]While the recession no doubt plays into the increases in food stamp participation, policy loopholes have opened the doors to boost growth as well In his 2009 stimulus bill, Obama allowed states to waive the modest ABAWD work provision (which says that after 3 months ABAWDs must work or perform some type of work activity for 20 hours per week to remain on food stamps).

With the work waivers in place, ABAWDs can stay on food stamps for an unlimited amount of time without working or preparing for work. Without a work requirement  it is difficult to ensure food stamps are not going to those who could otherwise work.  A work requirement acts as a gatekeeper: those who really need assistance can still get it, while those who may not really need it will be deterred, thus targeting resources to the truly needy. It also encourages individuals to move towards work, and it can provide job training and other employment help.

Self-sufficiency for able-bodied adults should be the goal of any sound welfare policy. Unfortunately, most of the government’s 80-plus welfare programs–including food stamps–aren’t focused in this direction.

Helping those in need means helping them rise above government dependence. Unfortunately, self-sufficiency seems to be kicked to the bottom of the list all too often when it comes to reforming the nation’s broken welfare system. It’s time for Congress to realize that helping individuals means a hand-up, not merely a handout.

A long time ago, there was a reasonable, temporary safety net that was available to people who were in real need of relief. But now it seems as if the government is spending alot of money on these programs, and often to people who are not trying to get out of their dependency situation on their own.

Here is what I do not want to have happen:

  1. Government confiscates the earnings of job creators and employees through taxation
  2. Government keeps some fraction of the money for their salaries, benefits and pensions
  3. Government gives some of the money to Planned Parenthood and Solyndra
  4. Government gives some money to people who are likely to vote for them
  5. The people who get the money vote for bigger government, and are discouraged from working
  6. The children of the people who are dependent on government see a bad example of dependency

It seems to me that if you look in the Bible, there is no support for government-controlled redistribution of wealth as a cure for “poverty”. There is support there for industry and business, and voluntary charity. Most of the poverty in the USA is, in my opinion, either caused by government policies or caused by individual decisions, like dropping out of school or having children before marriage. This is a wealthy country, and people are very generous with charity. They would be even more generous if government were more limited so that they could keep more of their own money for charity. I think the problem with the left is that they think that people don’t give to charity, since they don’t, and must be forced to pay taxes. But we on the right are not like you. I would rather give away twice as much as I pay in taxes rather than pay what I pay in taxes. I love charity, and the only thing stopping me from giving away more is taxes.

Don Johnson: six reasons why people reject Christianity

Here’s a post on practical evangelism by Christian scholar Don Johnson.

His list of reasons why people often reject Christianity:

  1. Christians behaving badly
  2. Disappointment with God
  3. Weak or absent father
  4. Social pressure
  5. Cost of discipleship
  6. Immorality (especially sexual immorality)

And here’s the detail on #6:

Of all the motivations and reasons for skepticism that I encounter, immorality is easily the most common. In particular, sexual sin seems to be the largest single factor driving disbelief in our culture. Brant Hanson calls sex “The Big But” because he so often hears this from unbelievers: “’I like Jesus, BUT…’ and the ‘but’ is usually followed, one way or the other, with an objection about the Bible and… sex. People think something’s deeply messed-up with a belief system that says two consenting, unmarried adults should refrain from sex.” In other words, people simply do not want to follow the Christian teaching that sexual intercourse should take place only between and man and woman who are married, so they throw the whole religion out.

The easiest way to justify sin is to deny that there is a creator to provide reality with a nature, thereby denying that there is any inherent order and purpose in the universe.

Aldous Huxley admitted that this is a common reason for skepticism:

I had motives for not wanting the world to have a meaning; consequently I assumed that it had none and was able without any difficulty to find satisfying reasons for this assumption…. Those who detect no meaning in the world generally do so because, for one reason or another, it suits their books that the world should be meaningless. …

For myself as, no doubt, for most of my contemporaries, the philosophy of meaninglessness was essentially an instrument of liberation. The liberation we desired was …liberation from … a certain system of morality.  We objected to the morality because it interfered with our sexual freedom…. There was one admirably simple method in our political and erotic revolt: We could deny that the world had any meaning whatsoever. Similar tactics had been adopted during the eighteenth century and for the same reasons. (Ends and Means, 270-273)

Indeed, similar tactics have been used extensively up to the present day. If you are looking for two great resources that document the extent to which the work of the world’s “great” atheistic thinkers has been “calculated to justify or minimize the shame of their own debauchery,” (Spiegel, 72) I recommend Intellectuals by Paul Johnson and Degenerate Moderns: Modernity as Rationalized Sexual Misbehavior by E. Michael Jones. The bottom line is that these skeptical scholars didn’t reach their conclusions by following the evidence where it led. They didn’t “discover” that the world was meaningless and then proceed to live accordingly. They lived sinful lives (usually involving some type of sexual deviancy) and then produced theories that justified their actions.

It’s important to understand that an atheist is not identical to a Christian, except not religious. There is something else going on in their minds when they reject very obvious evidences like the origin of the universe, the cosmic fine-tuning, the origin of life, the Cambrian explosion, the habitability arguments, etc. The something else that is going on is hinted at when you look at atheist attitudes to abortion. According to a recent survey of atheists, 97% of them were pro-abortion!

What kind of person likes abortion? The kind of person who wants to be sexually active with no consequences, even if it means taking someone else’s life. The desire to do as they please and retreat from obligations to others is the key. Now dispensing with God and his obligations is not an unreasonable view if there is no evidence for God, but it does provide a motive for people to not look for that evidence if happiness is their main goal. When I discuss these issues with atheists, I find that no work has been done to read anything. Not even debates, where there are two sides. They don’t want to hear the case for Christian theism, and they work hard to avoid stumbling across it by accident, too.

Tough Questions Answered has a quote from Christian philosopher Paul Moser that I think is relevant:

It would be a strange, defective God who didn’t pose a serious cosmic authority problem for humans.  Part of the status of being God, after all, is that God has a unique authority, or lordship, over humans.  Since we humans aren’t God, the true God would have authority over us and would seek to correct our profoundly selfish ways.

So we’re not dealing with unbiased truth-seekers here. The goal might not always be sex, but let’s be honest. Who wants to have to spend time reading the Bible, praying, going to church and reading thick books by Stephen C. Meyer, Michael Licona and Hugh Ross so that we can answer questions? No one. Who wants to give up premarital sex so that we can create a stable marriage for children so they can grow up in a safe place where knowing God is natural and easy? No one. We just don’t want to have to do stuff for God, even if it’s good stuff. We don’t want to have build a life that is a testament to God’s existence and character, especially if it means that other people will think that we are weird and maybe even a bit mean. We want to do what we want to do instead, and be liked by other people.

That’s the real challenge of Christianity: setting aside what you wanted to do, and letting God be your customer, instead. You’d be surprised how many Christians aren’t comfortable with the idea of serving God and being viewed in a bad way by non-Christians. They aren’t OK with the self-sacrifice, and they are really not OK with the social disapproval. It’s hard to be chaste, and to be known to be chaste by your peers, for example. Much easier to just give in and do what everyone else is doing.

I’m not a big fan of Lewis, but I think he is onto something there. That’s really what the Christian life is like, and no wonder more people don’t choose it. Who wants to do your duty for God, as part of a relationship with him, in a universe that seems so unfair? It’s a tall order, and most people prefer to do their own thing instead of building something nice for God with their lives.

My conversation with a leftist friend about “Basic Economics: A Common Sense Guide to the Economy, 4th Edition“, by Thomas Sowell.

Him: I remember why I stopped reading that book when you asked me to read it.

Me: Why did you stop reading it?

Him: Because of the chapter on rent control.

Me: Chapter 3 is the chapter on price controls. It talks about rent control.

Him: I expect an economist to present both sides of rent control. He has to present the arguments for and against rent control.

Me: There are not two sides to rent control. There is only one side to rent control. He chose that because it is a clear cut example of the problems caused by price controls. Economists universally condemn rent control, across the ideological spectrum.

Him: No they don’t.

Me: The chair of the Department of Economics at Harvard University, Greg Mankiw, reports in his economics textbook that 93% of professional economists agree that rent control reduces housing supply and housing quality. It is the most agreed upon position among economists across the ideological spectrum, number one in his list of facts on which professional economists agree. And obviously they have reasons for agreeing on that, specifically the experience of trying rent control policies in different times and places. It has always failed.

Him: Somebody must like rent control, because they have it in New York city.

Me: Politicians and low-information voters support rent control. It makes politicians feel good, and it gets them elected, too – if the voters are economically illiterate enough, as they are in New York city.

Him: But what about global warming then? Isn’t the consensus against you there?

Me: There has been no global warming in the last 17 years, according to the New York Times. They were reporting on findings by the UN IPCC in 2013.

Him: The UN never said that. The New York Times never wrote that.

Me: Yes, they did. And I have the sources I can send them to you.

Him: I’ll bet you do. (walks away in a huff)

This is the relevant quote from the Greg Mankiw post from his survey of economists that appears in his textbook:

  1. A ceiling on rents reduces the quantity and quality of housing available. (93%)
  2. Tariffs and import quotas usually reduce general economic welfare. (93%)
  3. Flexible and floating exchange rates offer an effective international monetary arrangement. (90%)
  4. Fiscal policy (e.g., tax cut and/or government expenditure increase) has a significant stimulative impact on a less than fully employed economy. (90%)
  5. The United States should not restrict employers from outsourcing work to foreign countries. (90%)

And this is the relevant quote from the New York Times article, dated September 2013:

The global warming crowd has a problem. For all of its warnings, and despite a steady escalation of greenhouse gas emissions into the atmosphere, the planet’s average surface temperature has remained pretty much the same for the last 15 years.

As you might guess, skeptics of warming were in full attack mode as the Intergovernmental Panel on Climate Change gathered in Sweden this week to approve its latest findings about our warming planet. The skeptics argue that this recent plateau illustrates what they always knew — that complex global climate models have no predictive capability and that, therefore, there is no proof of global warming, human-caused or not.

The author of the NYT article (a leftist) goes on to attempt to explain he is not concerned by the 17 year period of no significant warming, but the point is that the 17 year (not 15 year) period of no significant warming is A FACT acknowledged by the UN IPCC that has to be explained by those who believe in catastrophic man-made global warming. The IPCC may not like the temperature measurements, but those facts are not in doubt. The global warming crowd might make predictions about the future, but they made predictions about the past before, and we now know for a fact that those predictions (polar ice caps melting, Himalayans melting, significant global warming, etc.) were FALSE. They have been falsified by evidence, and that’s not in doubt.

Economic illiteracy is the problem

When people on the left voted for Barack Obama in 2012, they did not know based on evidence that they could keep their doctors and keep their health plans and that insurance premiums would drop $2500. They did not know it because the economic studies contradicted Obama’s words. They even believed Obama when he said that the Benghazi incident was caused by a Youtube video. Obama-supporters had a sincere belief in the words of his passionate speeches. They were impressed by the visuals of him talking to large crowds of young people. They believed him because they had feelings about him. And voting for him made them have good feelings about themselves. They felt that they were going to achieve good things by voting for this good man. They meant well, but they did not know. They did not have evidence.

Before the 2012 election, people on the right pointed to evidence from studies (like this one) showing that Obama was lying, but his supporters were apparently not interested in economic studies. They want to preserve the feelings of being good people. They want to preserve the belief that you can embrace policies that sound good, and that words that sound good will necessarily lead to good results for people who are at a disadvantage. I don’t question the motives of people on the left – they mean well. But meaning well doesn’t produce good results without knowledge of economics. In economics, policies that sound appealing to well-meaning liberals (rent control, tariffs, protectionism, minimum wage, trillion-dollar deficits) actually produce bad results for poor people. And we know this for a fact from our experience across different times and places.

If we can get people to accept the authority of our observations of policy experimentation in different times and places over and above their feelings and intuitions, then we can save this country.
