New York Times columnist exposes the moral hazards created by welfare programs

Ultra-leftist Nicholas Kristoff writes about the incentives created by welfare programs in the New York Times.

This is what poverty sometimes looks like in America: parents here in Appalachian hill country pulling their children out of literacy classes. Moms and dads fear that if kids learn to read, they are less likely to qualify for a monthly check for having an intellectual disability.

Many people in hillside mobile homes here are poor and desperate, and a $698 monthly check per child from the Supplemental Security Income program goes a long way — and those checks continue until the child turns 18.

“The kids get taken out of the program because the parents are going to lose the check,” said Billie Oaks, who runs a literacy program here in Breathitt County, a poor part of Kentucky. “It’s heartbreaking.”

This is painful for a liberal to admit, but conservatives have a point when they suggest that America’s safety net can sometimes entangle people in a soul-crushing dependency. Our poverty programs do rescue many people, but other times they backfire.

Some young people here don’t join the military (a traditional escape route for poor, rural Americans) because it’s easier to rely on food stamps and disability payments.

Antipoverty programs also discourage marriage: In a means-tested program like S.S.I., a woman raising a child may receive a bigger check if she refrains from marrying that hard-working guy she likes. Yet marriage is one of the best forces to blunt poverty. In married couple households only one child in 10 grows up in poverty, while almost half do in single-mother households.

Most wrenching of all are the parents who think it’s best if a child stays illiterate, because then the family may be able to claim a disability check each month.

“One of the ways you get on this program is having problems in school,” notes Richard V. Burkhauser, a Cornell University economist who co-wrote a book last year about these disability programs. “If you do better in school, you threaten the income of the parents. It’s a terrible incentive.”

About four decades ago, most of the children S.S.I. covered had severe physical handicaps or mental retardation that made it difficult for parents to hold jobs — about 1 percent of all poor children. But now 55 percent of the disabilities it covers are fuzzier intellectual disabilities short of mental retardation, where the diagnosis is less clear-cut. More than 1.2 million children across America — a full 8 percent of all low-income children — are now enrolled in S.S.I. as disabled, at an annual cost of more than $9 billion.

That is a burden on taxpayers, of course, but it can be even worse for children whose families have a huge stake in their failing in school. Those kids may never recover: a 2009 study found that nearly two-thirds of these children make the transition at age 18 into S.S.I. for the adult disabled. They may never hold a job in their entire lives and are condemned to a life of poverty on the dole — and that’s the outcome of a program intended to fight poverty.

Charles Murray of the American Enterprise Institute is delighted that a leftist has finally discovered what welfare programs actually do in practice:

Several people have tagged me and Losing Ground since Nicholas Kristoff’s column on Friday about the ways that social programs can backfire. It was a praiseworthy column—all of us on both sides of the political spectrum should be as ready as Kristoff to acknowledge problems with our beliefs. But it also offers an opportunity to recall the three laws of social programs in Losing Ground, because the backfires are not idiosyncratic. They occur everywhere and always for inherent reasons.

1. The Law of Imperfect Selection. Any objective rule that defines eligibility for a social transfer program will irrationally exclude some persons.

This law accounts for the reason that programs like Food Stamps and the Supplemental Security Income program constantly expand. Whenever the people who administer the programs run into a case of a genuinely needy person who has been excluded under a current rule, they tend to redefine the rule or otherwise alter the program’s administration to be more inclusive, which in turn brings more people who don’t need the social transfer under its umbrella.

2. The Law of Unintended Rewards. Any social transfer increases the net value of being in the condition that prompted the transfer.

Kristoff referenced the increased net value of being illiterate because of the “intellectual disability” payment of $698 per month that leads parents to withdraw their children from literacy classes. But the same thing is true of every payment of any kind that requires people to demonstrate that they have a problem before they qualify for the payment. It is not a defect in program design. It is inescapable whenever you give rewards for having a problem.

3. The Law of Net Harm. The less likely it is that the unwanted behavior will change voluntarily, the more likely it is that a program to induce change will cause net harm.

This is not as obvious as the first two laws, but just as inexorable. My favorite chapter of Losing Ground is a thought experiment about a government program that uses financial rewards to reduce smoking. If the rewards are small, nothing will change. If they are large enough to induce a significant number of people to quit smoking, the program will inevitably lead to more people who take up smoking in the first place and the net number of inveterate smokers.

Fewer and fewer people are old enough to remember, but once upon a time almost all children were born to married couples and almost all young men were physically able to work and knew how to show up on time and work hard. Then, in the mid-1960s, before globalization, before manufacturing jobs disappeared, while working-class wages were still going up, we decided that compassion should be bureaucratized. The three laws of social programs explain a lot of what has happened to the working class since then.

The Daily Caller reported that food stamp usage reached a record high – now up to 47.7 million. That’s about 1 in 6 Americans. We used to be a country of independence, entrepreneurship and hard work. But things changed – we had an explosion in welfare spending. Welfare spending changed the incentives and that changed behaviors. We have to understand that having the government reward laziness gets us more laziness. Taxing people who create jobs gets us fewer jobs. It’s that simple – people respond to incentives.

William Lane Craig discusses naturalism and secular humanism in the Washington Post

Dr. William Lane Craig in the liberal Washington Post – explaining his arguments and evidence to an audience that has probably never heard them before.

The American Humanist Association is promoting a new Web site that is designed to furnish children with a naturalistic or atheistic perspective on science, sexuality, and other topics. The stated goal of the Web site is laudatory: “to encourage curiosity, critical thinking, and tolerance among young people, as well as to provide accurate information regarding a wide range of issues related to humanism, science, culture, and history.”

The problem is that those values have no inherent connection with naturalism, which is a philosophical viewpoint that holds that there is nothing beyond the physical contents of the universe. One doesn’t need to be a naturalist in order to endorse curiosity, critical thinking, tolerance, and the pursuit of accurate information on a wide range of topics.

Ironically, the AHA has been remarkably uncritical in thinking about the truth of naturalism and of humanism in particular.

[…]The problem for the humanist is even worse, however. For humanism is just one form of naturalism. It is a version of naturalism that affirms the objective value of human beings. But why think that if naturalism were true, human beings would have objective moral value? There are three options before us:

  • The theist maintains that objective moral values are grounded in God.
  • The humanist maintains that objective moral values are grounded in human beings.
  • The nihilist maintains that moral values are ungrounded and therefore ultimately subjective and illusory.

The humanist is thus engaged in a struggle on two fronts: on the one side against the theists and on the other side against the nihilists. This is important because it underlines the fact that humanism is not a default position. That is to say, even if the theist were wrong, that would not mean that the humanist is right. For if God does not exist, maybe it is the nihilist who is right. The humanist needs to defeat both the theist and the nihilist. In particular, he must show that in the absence of God, nihilism would not be true.

Why won’t Christians defend their faith in public?

I would like to describe a situation that arises frequently that concerns me. The situation I describe below brings out a flaw I see in the way that rank-and-file Christians respond to criticisms of Christianity in the public square.

Here is the situation

Eve is busy programming away at her desk, rushing to check in her unit tests so she can spend her lunch hour reading the latest Stephenie Meyer novel, or check on the schedule for her local sports team, “the Vicariouses” (she has tickets for Thursday). Suddenly Eve hears Alice talking to Bob on the other side of her cubicle. She stops typing to listen to the following unencrypted conversation.

Alice: I was watching a documentary on the Discovery Channel last night that said that the universe has always existed, so there is no God!

Bob: I was watching a documentary on PBS last night showing simulations of how the first life started on Earth! God didn’t do it!

Alice: I saw “Inherit the Spin” on the weekend! The only reason people oppose evolution is because of the Bible! Not because of science!

Bob: I’m going to see “The Va Dinci Code” this weekend! It says that the Gospels are unreliable and that Jesus didn’t even die on the cross!

Alice: I just bought the latest Dichard Rawkins book “Christians Should Be Fed to Lions and the Bible Should Be Burned”!

Bob: I will read that as soon as I finish Histopher Chritchens’ book “Why God is the Evilest, Stupidest Person in the World”!

Eve double-majored in business and computer science at the Indian Institute of Technology, and has an MBA from the London School of Economics. She has spent a ton of time, effort and money studying very difficult subjects for her job, and she even publishes research papers. She works full-time and runs her own business part-time, and teaches night classes for a well-known university. She earns about 200K per year. She lives in a huge house, drives an expensive car, and goes on vacation abroad to all the best vacation spots.

Eve thinks she is a Christian. She has attended church since childhood, her husband is a church elder and she sings in the church choir. She reads the Bible and prays every night, because it helps her to get sleepy before bed. She gives lots of money to the poor. She teaches Sunday school to very small children.  She has even read all of the Narnia novels five times! She even has a calendar filled with nature scenes and itsy-bitsy, teeny-weeny Bible verses posted on her office wall at work! Judging from all of these facts, you might expect Eve to get in on that conversation with Alice and Bob, and set them straight.

But she won’t. Why not?

Why won’t Eve stand?

I am wondering if anyone can explain to me why it is that most church Christians are not able or not willing to make a public defense when God’s reputation is called into question. It seems to me that there are two bad effects that follow from Eve’s unwillingness to stand up and invite Alice and Bob to lunch so that she can address their questions and concerns.

  1. God’s reputation is being trashed by Alice and Bob on the basis of lies they’ve swallowed from pop culture. These lies about God’s existence and character could be easily corrected with a minimal amount of study, which Eve is capable of – she is a genius and has amazing entrepreneurial skills.  If someone said similar lies about her husband or children, she would speak up, but she won’t speak up for God.
  2. Alice and Bob are bound for Hell unless someone cares enough to correct their mistaken beliefs, which, along with their sinfulness, is what is keeping them from a relationship with God that would go on in Heaven. If Eve’s husband or children were mistakenly about to drink poison thinking it was Aspirin, then Eve would speak up. But to save her co-workers from Hell, she won’t speak up.

Eve is capable of studying to defend the faith, because of her great success in other areas where so much time and effort were required to master difficult material. So why has she not applied herself to answering public challenges to her Christian faith from her professors, teachers, actors, the media, politicians, scientists, historians, etc.? She’s heard these questions about God’s existence and character all through high school and into university and then now in her career. Doesn’t she believe the Bible when it says to prepare a defense? Doesn’t she believe the Bible when it says to acknowledge God before men? Doesn’t she believe the Bible when it says that all authentic believers in Jesus will suffer a little for their faith?

It seems to me that if she did spend some time studying, and then made her defense to her co-workers, then two good things would follow:

  1. Eve would be demonstrating her love for God and her friendship with God by protecting his reputation when it is called into question by unbelievers in public settings. That’s what friends do – if Eve wanted to be God’s friend, she would care that no one believed lies about him and told lies about him in public settings.
  2. Eve would be demonstrating her love for her neighbor if she was able to correct some of these false beliefs, such as that the universe is eternal, or that a historical case cannot be made for the resurrection, or that evil is not compatible with theism. It’s important for Alice and Bob to know that Christianity is not stupid.

So why is it that Eve is able to go to church for 20 years, sing in the choir, read the Bible, read the Narnia stories, pray on her knees, and yet still be unwilling to do the best thing for God and the best thing for her neighbor?

Questions for my readers

Can anyone help me to understand why Christians are willing to accept this? Why is this not being addressed by churches?

Do you have an experience where a Christian group stifled apologetics? Tell me about that, and why do you think they would do that, in view of the situation I outlined above? My experience is that atheists (as much as I tease them) are FAR more interested in apologetics than church Christians – they are the ones who borrow books and debates, and try to get their atheist wives to go to church after they becomes interested in going to church. Why is that?

I’m not saying we all have to be geniuses. I am just saying that we should put as much effort into learning apologetics as we put into learning school stuff and work stuff.

Note: I picked these names because there is a running gag in computer network security where these names are used to describe the actors. Eve is the eavesdropping hacker, get it?
