NY state public schools spend the most money but get lousy results

New York state’s school systems deserve an F — in financial accountability.

State taxpayers spend substantially more money on education than any other state in the nation but get far less in return on their investment, according to a shocking new federal study released yesterday.

New York schools on average spent $18,126 per student in the 2008-2009 school year — tops in the nation, the Census Bureau reports.

That’s nearly $2,000 more than the $16,271 spent in neighboring New Jersey and 80 percent higher than the national average of $10,499.

But the Empire State’s four-year high-school graduation rate of 73.5 percent ranked a lowly 39th in the nation, two points below the national average, according to a separate analysis by the National Center for Education Statistics.

By comparison, Massachusetts — which spends $4,000 less per student — has an 83 percent graduation rate.

New York has doubled its per-student spending over 10 years. For five consecutive years the state has spent the most per student in the nation.

[…]One main reason for New York’s sky-high spending is it pays its teachers significantly more in salaries and benefits than any other state.

New York spent $12,524 per student to cover instructional salaries and benefits, nearly double the national average of $6,369. Even New Jersey, Connecticut and Massachusetts spent $3,000 less per student than New York did on teacher pay and benefits.

Teacher unions are one of the main Democrat special interest groups. Teacher unions oppose being held accountable by parents. They don’t want to have their pay and benefits be conditional on producing quality educations for children. They just want to be able to collect exorbitant salaries and benefits while they indoctrinate your children with leftist politics and liberal values. They don’t care what parents want, and they don’t care about whether your children learn anything that will allow them to achieve independence and prosperity.

A New York poll provides grim evidence of a continuing exodus from the state, once the national leader in manufacturing and other high-paying jobs.

The NY1-YNN-Marist College poll released Thursday night finds 1 in 3 New Yorkers under age 30 plans to move to another state at some time, while 1 in 4 adults overall plans an exodus from the Empire State within five years.

“Right now, many young people do not see their future in New York state,” said Marist pollster Lee Miringoff. “Unchecked, this threatens to drain the state of the next generation.”

According to the survey, most of those who plan to move will do so because of economic reasons including jobs, the cost of living, and taxes. Although the recession has been officially over for months, many New Yorkers still feel the worst is yet to come.

Thirty-seven percent of New Yorkers polled feel the economy is getting worse, up from 31 percent in February’s poll. The number who feels the economy is improving dropped to 16 percent, from 19 percent in February.

[…]The American Legislative Exchange Council reported that New York lost 1.9 million residents from 1998 to 2007, most of them young and educated.

Why is this happening?

Mary sent me this article from the Manhattan Institute, which gives some clues.

For one thing, according to a recent survey in Chief Executive, New York State has the second-worst business climate in the country. (Only California ranks lower.) People go where the jobs are, so when a state repels businesses, it repels residents, too. It’s also telling that in the Marist poll, 62 percent of New Yorkers planning to leave cited economic factors—including cost of living (30 percent), taxes (19 percent), and the job environment (10 percent)—as the primary reason.

In upstate New York, a big part of the problem is extraordinarily high property taxes. New York has the 15 highest-taxed counties in the country, including Nassau and Westchester, which rank first and second nationwide. Most of the property tax goes toward paying the state’s Medicaid bill—which is unlikely to diminish, since the state’s most powerful lobby, the political cartel created by the alliance of the hospital workers’ union and hospital management, has gone unchallenged by new governor Andrew Cuomo.

[…]Parts of the country are seeing a revival of manufacturing—traditionally a source of upward mobility for immigrants—but not New York City, whose manufacturing continues to decline. The culprits here include the city’s zoning policies, business taxes, and declining physical infrastructure.

Then there’s the cost of living in New York City. A 2009 report by the Center for an Urban Future found that “a New Yorker would have to make $123,322 a year to have the same standard of living as someone making $50,000 in Houston. In Manhattan, a $60,000 salary is equivalent to someone making $26,092 in Atlanta.” Even Queens, the report found, was the fifth most expensive urban area in the country.

In completely unrelated news, the Democrats just won another seat in New York state due to the incompetence of the state Republican party.

NYT investigation finds widespread corruption in state-run care system

A pretty disturbing story the leftist New York Times.

Nearly 40 years after New York emptied its scandal-ridden warehouses for the developmentally disabled, the far-flung network of small group homes that replaced them operates with scant oversight and few consequences for employees who abuse the vulnerable population.

A New York Times investigation over the past year has found widespread problems in the more than 2,000 state-run homes. In hundreds of cases reviewed by The Times, employees who sexually abused, beat or taunted residents were rarely fired, even after repeated offenses, and in many cases, were simply transferred to other group homes run by the state.

And, despite a state law requiring that incidents in which a crime may have been committed be reported to law enforcement, such referrals are rare: State records show that of some 13,000 allegations of abuse in 2009 within state-operated and licensed homes, fewer than 5 percent were referred to law enforcement. The hundreds of files examined by The Times contained shocking examples of abuse of residents with conditions like Down syndrome, autism and cerebral palsy.

[…]The Times reviewed 399 disciplinary cases involving 233 state workers who were accused of one of seven serious offenses, including physical abuse and neglect, since 2008. In each of the cases examined, the agency had substantiated the charges, and the worker had been previously disciplined at least once.

In 25 percent of the cases involving physical, sexual or psychological abuse, the state employees were transferred to other homes.

The state initiated termination proceedings in 129 of the cases reviewed but succeeded in just 30 of them, in large part because the workers’ union, the Civil Service Employees Association, aggressively resisted firings in almost every case. A few employees resigned, even though the state sought only suspensions.

In the remainder of the cases, employees accused of abuse — whether beating the disabled, using racial slurs or neglecting their care — either were suspended, were fined or had their vacation time reduced.

[…]In some cases, not even criminal convictions are disqualifying. Henry Marrero, an employee at a group home in Utica, was convicted of beating a 99-year-old man while moonlighting at a nursing home — slapping the man three times in the face and once on the stomach. He pleaded guilty to a misdemeanor and was barred from participating in federally financed health care programs. But he kept his state job working with the developmentally disabled.

[…]The Civil Service Employees Association, one of the most powerful unions in Albany, makes no apologies for its vigorous defense of the group-home workers it represents.

But the union’s approach — contesting just about every charge leveled at a worker — has contributed to a system in which firings of even the most abusive employees are rare. Most disciplinary measures represent a compromise between management and the union, often reached at the urging of an arbitrator chosen by both sides.
