CDC report: Youths make up 1 in 4 new HIV cases

Teens and young adults now account for more than a quarter of the new cases of HIV identified in the United States annually, and a clear majority of those cases involve young gay or bisexual men, the federal government said in a major new survey Tuesday.

Of the nearly 48,000 new HIV cases identified in the United States in 2010, the latest year for which complete data are available, more than 12,000 involved teens and young adults, the Centers for Disease Control (CDC) found in its latest report.

About 72 percent of these new HIV cases in younger adults occurred in young men who are gay or bisexual, according to the CDC report.

[…]According to the CDC figures, black youths accounted for the largest share of new HIV cases, with Hispanic youths and white youths accounting for about 20 percent each.

About 1.1 million people are estimated to be living with HIV in the United States. Some 47,129 new HIV cases were identified in 2010.

The CDC’s new report, “Vital Signs: HIV Infection, Testing, Risk Behaviors Among Youths, United States,” estimated that youths aged 13 to 24 accounted for 12,200, or 26 percent, of new HIV infections in 2010.

Of these new cases, 7,000 were among black youths, 2,390 were among Hispanics, and 2,380 were among whites.

About 8,800 cases were attributed to male-to-male sexual contact.

HIV/AIDS is incurable, and an estimated 17,774 people with AIDS died in 2009. Some 619,000 persons have died of AIDS in the United States since the epidemic began in the early 1980s, according to the CDC.

Numbers like this should cause us to reconsider whether we should be encouraging behaviors that cause widespread disease and enormous health care costs. All we have to do is tell the truth – some things are morally wrong, and people should choose not do them. If they choose to do them anyway, let them pay the costs of their own decisions themselves. Why does government need to get involved to pay for some people’s choices, and not others? If people want to make poor choices, let them do it. But let’s not celebrate it or encourage it. Let’s not pay for it, because that just means we’ll get more of it.

Studies show HIV infection rates still rising among gay men (MSM)

As the world’s leading AIDS researchers gather for the International AIDS Conference in Washington, D.C., scientists report that despite gains in controlling the spread of HIV, the disease has continued to spread at an alarming rate in the very population in which it first appeared — gay men.

In a series of papers in the Lancet dedicated to the dynamics of HIV among gay men — a group epidemiologists define as men who have sex with men (MSM) — scientists say that the continued burden of AIDS in this group is due to a combination of lifestyle and biological factors that put these men at higher risk. Rates are rising in all countries around the world.

In one study, led by Chris Beyrer, of the Center for Public Health and Human Rights at the Johns Hopkins Bloomberg School of Public Health, researchers analyzed surveillance reports and studies of HIV among MSM, including data that were part of routine United Nations reporting from member nations. Rates of HIV among gay men ranged from 3% in the Middle East to 25% in the Caribbean. In all reporting nations, rates were on the rise, even in developed nations like the U.S., Australia and the U.K. where HIV is declining overall.

In fact, says Beyrer, income does not seem to matter when it comes to HIV trends among MSM. In the U.S., for example, infection rates among gay men have been increasing by 8% each year since 2001, contributing to a 15% prevalence rate and putting the U.S. on par with countries like Thailand, Malaysia and some African and Caribbean nations where neither awareness of HIV/AIDS nor drug treatments are as widespread. HIV prevalence rates among MSM in Brazil, Canada, Italy and India range between 11% and 15%, while many western European countries have lower rates of around 6%.

[…]HIV has always been more common among gay men, but Beyrer and his colleagues say the traditional risk factors may not entirely explain the surge in many cases. Traditionally, HIV experts have pointed to high-risk behaviors such as unprotected sex, having multiple partners, injection drug use and drug use in general for making gay men more vulnerable to infection. But there may be biological reasons for the enhanced risk as well. For example, there is an 18 times greater risk of HIV transmission through anal sex than through vaginal sex, which may explain why the virus continues to thrive in gay men, despite the fact that they still receive the bulk of HIV awareness and treatment public-health messages.

I took a look at one of the research papers mentioned on PLOS Medicine and it looks pretty solid. That’s peer-reviewed literature, and Johns Hopkins is a good school for medicine. My impression of this research is that we should not be encouraging anyone to get into this lifestyle. We should not be subsidizing it. We should not be celebrating it. It’s not good for the gay men themselves that we continue to push this lifestyle onto them as normal. We wouldn’t push cigarette smoking onto people, whether there are biological factors that predispose them to it or not. I would not want to be responsible for encouraging anyone to prefer harmful behaviors. The article makes it clear that the problem isn’t “acceptance of gays” or reducing “bullying”. The problem is the promiscuity of the lifestyle itself, as well as the mechanics of anal sex. This problem cannot be solved by persuading everyone that the gay lifestyle is normal and praiseworthy. It’s a problem rooted in reality, not in people’s opinions. And we are all paying for this HIV research and HIV treatment at a time when we as a society cannot afford to be voluntarily incurring the costs of one group’s risky choices.

Obamacare subsidizes the risky behaviors of sexually active women

 Starting August 1, the Democrats’ health care law — as implemented by the Health and Human Services Administration — entitles 47 million women to eight new “prevention-related” health care services “without paying more out of their own pocket,” HHS reminded Americans on Tuesday.

In addition to the controversial contraceptive mandate, HHS says virtually all health plans must cover– at no charge — the following items for sexually active women.

— HIV screening and counseling: “Sexually-active women will have access to annual counseling on HIV,” HHS said, noting that women are at increased risk of contracting HIV/AIDS.

— Counseling on sexually transmitted infections: “Sexually-active women will have access to annual counseling on sexually transmitted infections,” HHS said. “These sessions have been shown to reduce risky behavior in patients, yet only 28 percent of women aged 18-44 years reported that they had discussed STIs with a doctor or nurse.”

— HPV (human papillomavirus): This sexually transmitted disease is linked to cervical cancer. According to HHS, “Women who are 30 or older will have access to high-risk human papillomavirus (HPV) DNA testing every three years, regardless of Pap smear results.”

— Interpersonal and domestic violence screening: “Screening and counseling for interpersonal and domestic violence should be provided for all adolescent and adult women,” HHS says. “An estimated 25% of women in the United States report being targets of intimate partner violence during their lifetimes. Screening is effective in the early detection and effectiveness of interventions to increase the safety of abused women.”

— Contraceptive coverage: The HHS regulation requires nearly all health insurance plans to provide women with sterilizations and all FDA-approved contraceptives, including emergency contraception, without any fees or co-pay.

It is a major priority of the Obama administration: making it easier for women to have casual recreational sex with people outside of marriage. Sometimes, this recreational sex will result in increased sickness and disease, and sometimes this recreational sex will result in unplanned pregancies. But no matter – the taxpayers are there to pick up the tab for these activities. After all, “the private sector is fine” and business owners and workers “didn’t build that”, so it’s no problem at all to “spread the wealth around” from job creators and workers to pay for these expenses. And it has the added benefit of buying votes. Not only that, but Planned Parenthood will make generous donations to the Democrat Party in exchange for all the new business they’ll get.
