George Will: Rick Santorum connects with the working class

On Sept. 26, 1996, the Senate was debating whether to ban partial-birth abortion, the procedure whereby the baby to be killed is almost delivered, feet first, until only a few inches of its skull remain in the birth canal, and then the skull is punctured, emptied and collapsed. Santorum asked two pro-choice senators opposed to the ban, Russ Feingold (D-Wis.) and Frank Lautenberg (D-N.J.), this: Suppose the baby slips out of the birth canal before it can be killed. Should killing it even then be a permissible choice? Neither senator would say no.

On Oct. 20, 1999, during another such debate, Santorum had a colloquy with pro-choice Sen. Barbara Boxer (D-Calif.):

Santorum: “You agree that, once the child is born, separated from the mother, that that child is protected by the Constitution and cannot be killed. Do you agree with that?”

Boxer: “I think that when you bring your baby home . . . .”

Santorum is not, however, a one-dimensional social conservative. He was Senate floor manager of the most important domestic legislation since the 1960s, the 1996 welfare reform. This is intensely pertinent 15 years later, as the welfare state buckles beneath the weight of unsustainable entitlement programs: Welfare reform repealed a lifetime entitlement under Aid to Families with Dependent Children, a provision of the 1935 Social Security Act, and empowered states to experiment with new weaves of the safety net.

White voters without college education — economically anxious and culturally conservative — were called “Reagan Democrats” when they were considered only seasonal Republicans because of Ronald Reagan. Today they are called the Republican base.

Who is more apt to energize them: Santorum, who is from them, or Romney, who is desperately seeking enthusiasm?

Romney recently gave a speech with a theme worthy of a national election, contrasting a “merit-based” or “opportunity” society with Barack Obama’s promotion of an “entitlement society,” which Romney termed “a fundamental corruption of the American spirit”: “Once we thought ‘entitlement’ meant that Americans were entitled to the privilege of trying to succeed. . . . But today the new entitlement battle is over the size of the check you get from Washington. . . . And the only people who truly enjoy any real rewards are those who do the redistributing — the government.”

Romney discerns the philosophic chasm separating those who embrace and those who reject progressivism’s objective, which is to weave a web of dependency, increasingly entangling individuals and industries in government supervision.

Santorum exemplifies a conservative aspiration born about the time he was born in 1958. Frank Meyer, a founding editor of William F. Buckley’s National Review in 1955, postulated the possibility, and necessity, of “fusionism,” a union of social conservatives and those of a more libertarian, free-market bent.

In a new national poll from today (Thursday), Santorum now trails Romney nationally 29%-21%.  Gingrich is third with 16%. According to another poll, Santorum is now running third in liberal New Hampshire.

By the way, I am completely fine with a Gingrich/Santorum ticket. But I would prefer a Santorum/Gingrich ticket, if I can get it. Those are the two great conservative communicators in this Republican primary. Both candidates are from the working class, and both are men with bold ideas.

Jay Richards explains how welfare forces people into dependency

More than 77 government welfare programs—which are spread across several federal departments and provide cash, food, housing, medical care, and targeted social services to poor and low-income persons—are “means-tested.” That is, beneficiaries qualify if they are below a specified income level.

Regardless of their intention, means-tested programs by their very nature pose disincentives for households to increase their incomes and risk termination of their benefits. Thus, the welfare system effectively set up roadblocks to the two main avenues for economic progress: marriage and employment. A single mother would be ensured of her benefits package as long as she did not take a job or marry an employed husband. Given this scenario, it’s not surprising that dismal societal trends have followed.

Unwed childbearing is the major cause of child poverty in America. Since 1965, the rate of unwed births has soared from 7 percent to 39 percent (and among blacks, to 69 percent). Children born and raised outside marriage are nearly seven times more likely to live in poverty than children born to and raised by a married couple. Moreover, unwed childbearing is concentrated among low-income, less educated women in their early 20s—those who have the least ability to support a family by themselves.

Low levels of parental work is the second major cause of child poverty in the United States. In a typical year, only about one-fourth of all poor households with children have combined work hours of adults equaling 40 hours a week. The typical poor family with children is supported by only 800 hours of work during a year, an average of 16 hours of work per week. If work in each family were raised to 2,000 hours per year—the equivalent of one adult working 40 hours per week through the year—nearly 75 percent of poor children would be lifted out of poverty.[6]

Marriage and one parent working = no child poverty. Why is government undermining that? Because broken homes produce children that require government intervention = more government = higher taxes = greater “equality” of wealth through government-run redistribution.

The article explains several government policies that would reduce dependency on government.

Richards explains:

The Welfare Reform Act of 1996 reduced some of these damaging incentives in one major program, Aid to Families with Dependent Children. Under AFDC, states were given more federal funds if their welfare caseloads increased, and funds were cut whenever the state caseload fell. In other words, states were basically encouraged to swell their welfare rolls.

Welfare reform replaced AFDC with a new program, Temporary Assistance to Needy Families (TANF), which provided incentives to move recipients toward self-sufficiency. Funding to each state remained constant regardless of the size of caseloads, and states were allowed to retain savings from caseload reductions.

In addition, states were required to have at least half of their welfare recipients engaged in work or activity that would prepare them for employment. Rather than anticipating depending on the government indefinitely, recipients were limited to five years on the welfare rolls. (Under the old AFDC program, recipients spent an average of 13 years on the rolls.) These reforms in funding structure and incentives made a substantial difference.

Despite dire predictions by opponents of reform that work requirements and benefit limitations would lead to a surge in poverty, just the opposite occurred. States had the flexibility to design programs that best fit the needs of their constituents. State welfare agencies were transformed overnight into job placement centers, while social workers helped recipients access child care, housing, transportation, or other support that was necessary to move them into jobs and toward self-sufficiency.

Within 10 years, welfare caseloads shrank by more than half: 2.7 million fewer families were dependent on welfare checks. As the welfare caseloads fell, the employment of single mothers surged upward, and 1.6 million fewer children were living in poverty.[7] In 2001, despite the recession, the poverty rate for black children was at the lowest point in America’s history.[8]

Unfortunately, Obama rolled back welfare reforms in order to incentivize people to go back onto government dependence.

Keep in mind that Arthur Brooks of the AEI has shown that the amount of wealth a person has (over the poverty level) is not what makes them happy. What makes a person happy (above the poverty level) is that a person is making their own way and earning their own bread by their own work. That’s what makes people happy.

Here’s the graph he mentions of who pays for taxespays for taxes. High earners pay for everything and the low earners pay for nothing. High earners don’t depend on government but low earners do depend on government.

TERRY MORAN, HOST: There’s a sense that something is broken in Washington summed up this week by Senator Evan Bayh (D-Ind.) who announced his retirement. I think it’s fair to say he’s leaving in disgust. Here’s what he had to say.

SENATOR EVAN BAYH, (D-IND.): I have had a growing conviction that Congress is not operating as it should. There is much too much partisanship, and not enough progress. Too much narrow ideology, and not enough practical problem solving. Even at a time of enormous national challenge, the people’s business is not getting done.

MORAN: Is he right, George?
GEORGE WILL: Well, it’s hard to take a lecture on bipartisanship from a man who voted against the confirmation of Chief Justice Roberts, the confirmation of Justice Alito, the confirmation of Attorney General Ashcroft, the confirmation of Condoleezza Rice as Secretary of State. Far from being a rebel against his Party’s lockstep movement, Mr. Bayh voted for the Detroit bailout, for the stimulus, for the public option in the healthcare bill. I don’t know quite what his complaint is, but, Terry, with metronomic regularity, we go through these moments in Washington where we complain about the government being broken. These moments have one thing in common: The Left is having trouble enacting its agenda. No one when George W. Bush had trouble reforming Social Security said, “Oh, that’s terrible – the government’s broken.”
