Paul Ryan’s Path to Prosperity plan balances the budget without raising taxes

The main details are:

Revenue neutrality.  The budget calls for the House Ways and Means Committee to produce a tax reform package with a tax revenue target of between 18 and 19 percent of GDP.  This is in line with historical revenue figures.  By contrast, big government budgets like “Gang of Six,” “Simpson-Bowles,” and the Obama budget call for a long-range revenue target of over 20 percent of GDP.  The Ryan budget is a no tax hikes budget.

Six personal rates down to two.  The Ryan budget replaces the current six-rate personal income tax structure (10, 15, 25, 28, 33, and 35 percent) with a two-rate system of 10 and 25 percent.  This will result in a lower tax rate on the majority of small business profits, from 33 or 35 percent down to 25 percent.

Repeals Obamacare tax hikes.  The Ryan budget eliminates the entire Obamacare law.  This includes repealing the 20 new or higher taxes which have taken or are about to take effect from that law.

Eliminate the AMT.  The Ryan budget eliminates the AMT, instead favoring a simpler system with lower rates and a broad tax base.

Lower rates on businesses.  As said above, the Ryan budget lowers the tax rate on the majority of small business profits to 25 percent.  It also lowers the federal income tax rate on larger corporate employers from 35 percent (the highest in the developed world) to 25 percent (closer to the developed nation average).  While this makes American companies more competitive, it would still leave us with a higher corporate income tax rate than the developed nation average, Canada, and the United Kingdom.  In order to make us truly internationally-competitive, the federal rate must fall to 20 percent or less.

No more picking winners and losers in the tax code.  In order to target revenues at 18-19 percent of GDP with tax rates no higher than 25 percent, the Ways and Means Committee will have to curtail or eliminate most tax exclusions, adjustments, deductions, and credits.  That means that all consumed income will be taxed once and only once.  No longer will the tax code favor one type of economic behavior over another.

Moves tax code from “worldwide taxation” to “territoriality.”  The Ways and Means Committee is directed to shift our tax code from one which seeks to tax income earned all over the world to one which only seeks to tax income earned in America.  This is known as “territoriality,” and it’s already been adopted by and large by our trading competitors.  By retaining a worldwide tax regime, we’re exposing our own countries to double taxation–once when they pay the foreign nation’s income tax, and again when they try to bring the money home.

Is Barack Obama going to do anything about the debt?

According to CBS News, Obama has exploded our national debt, so there is no reason to trust anything he says about reducing the debt.

The National Debt has now increased more during President Obama’s three years and two months in office than it did during 8 years of the George W. Bush presidency.

The Debt rose $4.899 trillion during the two terms of the Bush presidency. It has now gone up $4.939 trillion since President Obama took office.

The latest posting from the Bureau of Public Debt at the Treasury Department shows the National Debt now stands at $15.566 trillion. It was $10.626 trillion on President Bush’s last day in office, which coincided with President Obama’s first day.

The National Debt also now exceeds 100% of the nation’s Gross Domestic Product, the total value of goods and services.

Mr. Obama has been quick to blame his predecessor for the soaring Debt, saying Mr. Bush paid for two wars and a Medicare prescription drug program with borrowed funds.

The federal budget sent to Congress last month by Mr. Obama, projects the National Debt will continue to rise as far as the eye can see. The budget shows the Debt hitting $16.3 trillion in 2012, $17.5 trillion in 2013 and $25.9 trillion in 2022.

[…]His latest budget projects a $1.3 trillion deficit this year declining to $901 billion in 2012, and then annual deficits in the range of $500 billion to $700 billion in the 10 years to come.

If Mr. Obama wins re-election, and his budget projections prove accurate, the National Debt will top $20 trillion in 2016, the final year of his second term. That would mean the Debt increased by 87 percent, or $9.34 trillion, during his two terms.

Some of Bush’s debt total can be explained by considering that Nancy Pelosi and Harry Reid raised the debt by $5 trillion dollars over 4 years when they took control of the House and Senate in January of 2007. But they’re Democrats, and that’s what Democrats do.

Hot on the heels of his eight-vote Iowa-caucus landslide, Willard Mitt Romney is crisscrossing New Hampshire before Tuesday’s key primary. Romney is masquerading as a limited-government, free-market executive from next-door Massachusetts. From the Golden Gate to the Granite State, voters should greet Romney’s impersonation with a quarry full of skepticism.

In fact, Romney increased taxes by $309 million, mainly on corporations. These tax hikes, described by Romney apologists as “loophole closures,” totaled $128 million in 2003, $95.5 in 2004, and $85 million in 2005. That final year, Romney proposed $170 million in higher business taxes, the Boston Globe reports. However, the Bay State’s liberal, Democratic legislature balked and only approved an $85 million increase.

“Tax rates on many corporations almost doubled because of legislation supported by Romney,” Boston Science Corporation chairman Peter Nicholas explained in the January 6, 2008 Boston Herald. Also, Romney raised the tax on subchapter S corporations owned by business trusts from 5.3 percent to 9.9 percent — an 85 percent hike.

“Romney went further than any other governor in trying to wring money out of corporations,” the Council on State Taxation’s Joseph Crosby complained.

Romney also created or increased fees by $432 million. He was not dragooned into this by greedy Democratic lawmakers; Romney himself proposed these items. In 2003 alone, Romney concocted or boosted 88 fees. Romney charged more for marriage licenses (from $6 to $12), gun registrations (from $25 to $75), a used-car sales tax ($10 million), gasoline deliveries ($60 million), real-estate transfers ($175 million), and more. Particularly obnoxious was Romney’s $10 fee per Certificate of Blindness. Romney also billed blind people $15 each for discount-travel ID cards.

While Romney can take credit for a $275 million capital-gains tax rebate, property-tax relief for seniors, and a two-day, tax-free shopping holiday, he also must take responsibility for signing $740.5 million in higher taxes, plus that $85 million in business taxes that he requested and legislators rejected.

“Romney did not even fight higher death-tax rates,” notes former California State Assembly Minority Whip Steve Baldwin, a Romney critic. “When the (Massachusetts) legislature considered this issue, Romney’s official position was ‘no position.’ This echoed Barack Obama’s ‘present’ votes in the Illinois State Senate.”

As Romney drained his constituents’ pockets, the Public Policy Institute of New York’s Cost of Doing Business Index rated Massachusetts in 2006 as America’s fourth costliest state in which to practice free enterprise. The Tax Foundation dropped Massachusetts from America’s 29th most business-friendly state to No. 36. The Tax Foundation also calculated that, under Romney, Massachusetts’ per-capita tax burden increased from 9.3 percent to 9.9 percent. In real dollars, the Romney-era per-capita tax burden grew by $1,175.71.

As if impoverishing his own taxpayers were not bad enough, Romney’s March 5, 2003 signature raised taxes on non-residents retroactive to that January 1. Perpetrating taxation without representation, Romney’s law declared that, “gross income derived from… any trade or business, including any employment,” would be taxable, “regardless of the taxpayer’s residence or domicile in the year it is received.”

Consequently, according to data furnished by the Massachusetts Department of Revenue, between 2002 and 2006, New Hampshire residents who work or do business in the Bay State shipped Massachusetts $95 million above what they paid when Romney arrived. The average tax paid by New Hampshirities to Massachusetts grew by 19.1 percent, from $2,392 in 2002 to $2,850 in 2006.

Romney has a pro-abortion record and pro-gay-marriage record. Not only did he pass Romneycare in Massachusetts, but now we know that he also raised taxes. Why is he running as a Republican? I don’t see anything in his record that would cause me to believe that he is a Republican.

Regardless of what the polls or the pundits say about Mitt Romney’s chances of winning the Republican nomination, the conditions that made him the front runner in the primaries are the direct opposite of the conditions for the general election.

The biggest single reason why Governor Romney is the front runner is that he has had the overwhelming advantage in money spent and in “boots on the ground” running his campaign in states across the country.

Romney has outspent each of his rivals — and all of his rivals put together. His campaign organization has been operating for years, and it has put his name on the ballot everywhere, while neither Santorum nor Gingrich had a big enough organization to get on the ballot in an important state like Virginia.

In the general election, President Obama will have all the advantages against Romney that Romney currently has against his Republican rivals. Barack Obama will have boots on the ground everywhere — not just members of the Democratic Party organization but thousands of labor union members as well.

Incumbency alone guarantees the president plenty of money to finance his campaign, not only from enthusiastic supporters but also from businesses regulated by the government, who know that holders of political power demand tribute. And the mainstream media will give Obama more publicity than Romney can buy.

How does anyone ever defeat a sitting president then? They do it because they have a message that rings and resonates.

The last Republican to defeat a sitting president was Ronald Reagan. He was the only Republican to do so in the 20th century.

He didn’t do it with polls. At one point during the election campaign, President Jimmy Carter led Ronald Reagan with 58 percent to 40 percent in the polls. So much for the polls that so many are relying on so heavily today.

The question is not which Republican looks better against Barack Obama in the polls today, before the general election campaign begins. The question is which Republican can take the fight to Barack Obama, as Reagan took the fight to Carter, and win the poll that ultimately matters, the vote on election day.

The biggest fighting issue for Republicans is ObamaCare. Can the author of RomneyCare as governor of Massachusetts make that an effective issue by splitting hairs over state versus federal mandates? Can a man who has been defensive about his own wealth fight off the standard class warfare of Barack Obama, who can push all the demagogic buttons against Mitt Romney as one of the one-percenters?

Rick Santorum, and especially Newt Gingrich, are fighters — and this election is going to be a fight to the finish, with the fate of this country in the balance. Mitt Romney has depended on massive character assassination advertising campaigns to undermine his rivals. That will not work against Barack Obama.

I agree with Thomas Sowell. Although I was open to Gingrich as the nominee, I think that Rick Santorum is a more electable candidate in the Midwestern states, because of his blue collar credentials and his strong record on foreign policy and social conservatism. Mitt Romney is the weakest candidate – but that’s being covered up by the massive amount of money he is spending. Mark my words – if Romney is the nominee, Obama will label him as a greed rich Wall Street speculator and we will lose in November.
