From the Washington Post – e-mails reveal that the Obama administration was planning to approve a second green jobs loan for Solyndra, just as they were going bankrupt.

Newly released e-mails show the Obama administration’s Energy Department was poised to give Solyndra a second taxpayer loan of $469 million last year, even as the company’s financial situation grew increasingly dire.

The department was still considering providing the second loan guarantee to the solar-panel manufacturer in April and May 2010, at a time when Solyndra’s auditors were already warning that the company was in danger of collapsing.

Details of the plan are revealed in e-mails released this week by Democrats on the House Energy and Commerce Committee, which is investigating the original loan. On Wednesday, the probe intensified as committee Republicans requested that the White House provide all documents, dating back to President Obama’s inauguration, that would show communications between staff members and other officials regarding Solyndra’s original $535 million federal loan guarantee.

Republican leaders said that documents obtained in recent weeks show that Obama’s “closest confidantes” monitored the loan, and that his campaign donors offered advice on the company.

“Documents reveal a startlingly cozy relationship between wealthy donors and the president’s confidantes, especially in matters related to Solyndra,” Cliff Stearns (R-Fla.), chairman of the committee’s investigations panel, said in a statement.

E-mails already made public in the eight-month investigation have kept the White House and the Energy Department on the defensive for weeks, showing in part that Valerie Jarrett and Lawrence H. Summers, top Obama advisers at the time, took part in discussions about Solyndra.

The Energy Department provided Solyndra with its first taxpayer-backed loan guarantee in September 2009. Documents released this week show that White House career staffers, who first questioned the loan that fall, by April 2010 were using gallows humor to describe the prospect of giving Solyndra a second round of help. That spring, industry analysts were publicly questioning how the Silicon Valley start-up could be spending cash so quickly from the federal loan and $933 million in private capital.

In related news, the Inspector General of the Department of Labor released a report on the $500 million green jobs training program that was part of the original “stimulus” act. The IG’s findings are not pretty:

ETA and grantees have reported achieving limited performance targets for serving and placing workers. Grantees have reported serving 52,762 (42 percent) of the targeted 124,893 participants with 61 percent of training grant periods having elapsed, and have reported placing 8,035 participants (10 percent) into employment out of the target of 79,854 participants 17 months after the grants were awarded. Of the 52,762 participants served, grantees reported that 20,818 (39 percent) were individuals who already have jobs and enrolled in training in order to retain their jobs, obtain new work, or otherwise upgrade their skills. In addition, according to interviews conducted early in 2011 with regional officials, grantees have expressed concerns that jobs have not materialized and that job placements have been fewer than expected for this point in the grant program.

“Jobs have not materialized”? Really? This is no surprise to anyone who understands what a boondoggle the whole “green jobs” initiative is. The report’s grimmest finding relates to job retention: the forecast for the training program was that 69,717 trainees would find jobs lasting for at least six months. So far, the actual number is 1,336. Sure, as time goes by some additional trainees may hit the six-month mark, but as of the time period covered in the report, only 6,662 had found jobs at all. With over 60% of the grant period gone by, only one-third of the amount allocated has been spent by the grantees.

Is this what Obama means by “economic stimulus”? I think that “stimulus” might be the word that Democrats use to mean “paying off the people who get you elected with taxpayer money”.

Report finds Labor Department’s green jobs program failing

A $500 million Labor Department program designed to train workers for green jobs has come up far short of its goals, with only 10 percent of participants finding work so far, the agency’s assistant inspector general has found.

The report said the low rate makes it unlikely the program will meet the goal of placing nearly 80,000 workers in careers in energy efficiency or renewable energy by 2013.

“Grantees have expressed concerns that jobs have not materialized and that job placements have been fewer than expected for this point in the grant program,” said the report from Assistant Inspector General Elliott Lewis.

The report comes as the Obama administration has been on the defensive about making a $528 million loan to Solyndra LLC, a now-bankrupt solar panel maker that has become a target for critics of the administration’s green energy program.

The $500 million for green jobs training was part of the $787 billion stimulus act passed in 2009. Although the money was awarded in a series of grants in 2009 and 2010, only one-third has actually been spent by grantees. Lewis’ report said the rate of expenditures has been decreasing. He suggested the department should consider returning unused money that may not be needed.

“At this point, there is no evidence that grantees will effectively use the funds and deliver targeted employment outcomes by the end of the grant periods,” the report said.

[…]Another problem the report highlighted is that workers who completed training and were placed in green jobs have had trouble retaining their posts. Of the 8,035 workers placed, only 1,336 — or 2 percent of the overall target — have held those jobs for at least six months.

Sen. Chuck Grassley, R-Iowa, who requested the audit, said the report “paints a pretty bleak picture of the program’s effectiveness in job creation.”

“It’s hard to see how leaving $300 million in unused funding for the program in the hands of the Labor Department benefits either the taxpayers or the unemployed,” Grassley said.

The news media loves the Democrats and they are constantly making fun of Republicans for doubting evolution and global warming. I submit to you that believe in green jobs programs is the scientific equivalent of flat-Earthism. And I have the numbers to prove it. They have the blind faith and the insults. We have the evidence.

The battle over yanking federal taxpayer funding of the Planned Parenthood abortion business is back in Congress as House Republicans have unveiled new legislation attempting to remove its Title X funding.

Republicans tried earlier this year to de-fund Planned Parenthood but Obama refused overtures from pro-life Speaker John Boehner to do so when Republicans and Democrats were working on ironing out legislation to fund the federal government. Obama eventually agreed to a compromise that allowed both the House and Senate to vote on a stand-alone bill de-funding Planned Parenthood and, while House Republicans approved their measure, Senate Democrats defeated it in the upper chamber.

[…]Now, Rep. Denny Rehberg of Montana, the chairman of the House Labor, Health, and Human Services Appropriations Subcommittee has introduced new legislation to fund the federal government that prohibits any funds going to Planned Parenthood unless the organization stops doing abortions.

“This bill is the result of the cumulative effort of members of the Subcommittee, and Americans I heard from at 81 listening sessions and in countless meetings in Washington and in Montana.  Now, it’s posted online for the only test that matters, and that’s the approval of the American people,” Rehberg said.

Naturally, the head abortionist is outraged – someone is taking away her dollars!

Planned Parenthood president Cecile Richards issued a statement last week condemning the legislation.

“Eliminating funding for the Title X family planning program and prohibiting Planned Parenthood from providing preventive health care through federal programs will result in millions of women across the country losing access to basic primary and preventive health care,” Richards said.

The new bill also came under attack from both pro-abortion organizations and pro-abortion lawmakers.

“Another health-related provision prohibits any funding under the bill from going to any Planned Parenthood affiliate unless the organization promises not to perform abortions with non-federal funds,” Congresswoman Rosa DeLauro, a pro-abortion Connecticut Democrat and a member of the subcommittee, groused. “The main effect would probably be to prohibit Medicaid patients from choosing to receive services such as contraception and cancer screenings from Planned Parenthood clinics.”

I listed Planned Parenthood AND the Democrats as being interested in the dollars. It’s a vicious circle. Planned Parenthood gets the dollars to kill the babies, and then they make campaign contributions to the Democrats who give them the taxpayer money. It’s all about the money. They kill babies for money. It’s a big business, and we subsidize it with our taxes.

And even in Canada, some Canadian conservatives are trying to push to de-fund Planned Parenthood.

Two more Tory MPs are taking swipes at the International Planned Parenthood Foundation.

One claims the group conned the government when it applied for and got a federal grant of $6 million over three years.

Another is linking it to the sinister and long-discredited science of eugenics.

Saskatchewan MP Maurice Vellacott says the federation was deceitful in claiming that the money would only go to countries where abortion is illegal.

Alberta MP Leon Benoit wants to condemn the foundation over an award named for Margaret Sanger.

Sanger was a pioneer in planned parenthood who embraced a type of eugenics.

Saskatoon MP Brad Trost started the ball rolling earlier this week with a web post condemning the decision to fund the international family-planning group.

While the Prime Minister’s Office is adamant that abortion is not an issue for the Conservative government, it still seems to be a touchy subject for backbenchers.

The Planned Parenthood grant is a case in point.

Trost said in his web post that the government’s claim that the money would be used in countries that bar abortion is “hair-splitting.”

Vellacott said the federation is “trying to dupe” the government over abortion.

“Even in those countries where abortion is technically illegal, it’s naive to think that Canadian tax dollars are not being used to promote abortion,” he said in a news release.

Maurice Vellacott is my favorite Canadian MP. He is the Canadian-equivalent to Iain Duncan-Smith in the UK. And don’t think these guys aren’t good on fiscal issues – they are. They just are also good at social issues, which should go together anyway.
