Veronique de Rugy shows that stimulus money was allocated for political gain

As it turns out, when controlling for state capitals and a host of other potentially relevant variables, we find that the original findings still hold. We learn a few other things, too:

  • First, how and where the money is spent doesn’t seem to be related to unemployment or decline in employment in the district where it is spent.
  • Second, the district’s party affiliation matters in where the money is spent. (We still don’t know how much it matters compared to other factors.) The average Democratic district receives 81 percent more than the average Republican district. Even after taking out the money spent through state capitals, the average Democratic district receives at least 30 percent more than the average Republican district.
  • Third, whether a district has part of a state capital in it is an important factor in how stimulus money is spent. However, controlling for this factor, or even taking the money going to state capitals out altogether, doesn’t negate the finding that the district’s party affiliation matters in where the money is spent.
  • Finally, how long the district’s representative has been in office seems to have a small but significant impact on how the money is spent (this is a new finding, as well).

There is still much more to learn on the question “How are stimulus funds being spent and why?”

The more I dig into this, the more important the question seems.

George Mason University is a pretty moderate school, but they boast a fine conservative economics department. Jennifer Roback Morse used to teach there, and Walter Williams still does. It’s probably the best place for a conservative or libertarian student to do an economics degree.

Now seems like a good time to re-post Michele Bachmann’s denunciation of gangster government, too.

NASA was able to put a man on the moon, but the space agency can’t tell you what the temperature was when it did. By its own admission, NASA’s temperature records are in even worse shape than the besmirched Climate-gate data.

E-mail messages obtained by a Freedom of Information Act request reveal that NASA concluded that its own climate findings were inferior to those maintained by both the University of East Anglia’s Climatic Research Unit (CRU) — the scandalized source of the leaked Climate-gate e-mails — and the National Oceanic and Atmospheric Administration’s National Climatic Data Center.

The e-mails from 2007 reveal that when a USA Today reporter asked if NASA’s data “was more accurate” than other climate-change data sets, NASA’s Dr. Reto A. Ruedy replied with an unequivocal no. He said “the National Climatic Data Center’s procedure of only using the best stations is more accurate,” admitting that some of his own procedures led to less accurate readings.

“My recommendation to you is to continue using NCDC’s data for the U.S. means and [East Anglia] data for the global means,” Ruedy told the reporter.

“NASA’s temperature data is worse than the Climate-gate temperature data. According to NASA,” wrote Christopher Horner, a senior fellow at the Competitive Enterprise Institute who uncovered the e-mails. Horner is skeptical of NCDC’s data as well, stating plainly: “Three out of the four temperature data sets stink.”

Global warming critics call this a crucial blow to advocates’ arguments that minor flaws in the “Climate-gate” data are unimportant, since all the major data sets arrive at the same conclusion — that the Earth is getting warmer. But there’s a good reason for that, the skeptics say: They all use the same data.

“There is far too much overlap among the surface temperature data sets to assert with a straight face that they independently verify each other’s results,” says James M. Taylor, senior fellow of environment policy at The Heartland Institute.

My guess is that they’ll need a lot of government money to research why their data is so corrupted. But Obama will surely oblige them.

Why did Bart Stupak vote for the health care reform bill?

When Bart Stupak announced Sunday he was now a “yes” on the health-care bill, six Democrats stood with him. Even that handful would have been enough to defeat the bill. Instead, they accepted the fig leaf of an executive order—and threw away all the hard-won gains they had made.

[…]Even more troubling… is that few accept the idea that the executive order really adds anything. In fact, on this point National Right to Life, the Catholic bishops and the Susan B. Anthony List are largely on the same page as Planned Parenthood. As are the pro-life Republican leader Mr. Smith and the pro-choice Democrat Diana DeGette of Colorado.

Planned Parenthood calls it a “symbolic gesture,” and says “it is critically important to note that it does not include the Stupak abortion ban.” Rep. DeGette, who screamed so loudly when the Stupak amendment passed, said she had no problem with the executive order because “it doesn’t change anything.” She’s right, because an executive order cannot change the law.

Take the $7 billion in new federal funding for the community health centers. As my former White House colleague Yuval Levin points out, all that has to happen for these federal dollars to start flowing for abortion is for NARAL Pro-Choice America to sponsor a woman demanding an abortion. The center will initially deny funding, citing the executive order. The woman will then sue, arguing that abortion is a part of health care. Given the legal precedents, and the lack of a specific ban in the actual legislation, the courts will likely agree.

Why did Bart Stupak change his vote?

WASHINGTON, DC – U.S. Congressman Bart Stupak (D-Menominee) announced three airports in northern Michigan have received grants totaling $726,409 for airport maintenance and improvements.  The funding was provided by the U.S. Department of Transportation Federal Aviation Administration.

Could this be the reason? Thirty pieces of silver?

Fox News reports that Obama skipped signing the executive order on Tuesday.
