Republicans will introduce bill to de-fund the pro-abortion UNFPA

Legislation that would cut federal taxpayer funding for the pro-abortion UNFPA agency will get a hearing in a House committee next week, after Republicans put forward the bill following a vote from people saying they wanted it.

Spurred on by a public vote in which pro-life advocates said cutting funding for the pro-abortion UNFPA agency was their top desire, Congressional Republicans filed legislation over the summer to yank millions from the UN organization.

Rep. Renee Ellmers, of North Carolina, introduced the bill and House Foreign Affairs Committee Chair Ileana Ros-Lehtinen, a pro-life Florida Republican, has announced a markup of H.R. 2059 will take place Wednesday.

“This is going to save American taxpayers $400 million dollars over a 10 year period and it’s just another part of what we’re doing here in Washington to cut wasteful spending that we see happening,” Ellmers said in a video introducing the bill. “And I am very excited to be part of this program and each week we will have more cuts coming forward.”

The legislation would result in cutting the funding President Barack Obama put in place for the UNFPA, an agency that promotes abortion and works hand-in-hand with family planning officials in China enforcing the one-child, forced-abortion policy.

After Obama restored the funding, Rep. Chris Smith tried to offer an amendment to revert the language back to the original ban on such funding, but House Democrats blocked him from doing so. Then, pro-life Sen. Roger Wicker offered a similar amendment but the Senate defeated it.

[…]Since fiscal year 1985, a policy known as “the Kemp-Kasten Amendment” has been included in every foreign aid appropriations bill.  Kemp-Kasten specifies that funds may not be “made available to any organization or program which, as determined by the President of the United States, supports or participates in the management of a program of coercive abortion or involuntary sterilization.” Citing Kemp-Kasten, Presidents Ronald Reagan and George H.W. Bush cut off funding to the UNFPA from 1986 to 1993.

President Bill Clinton resumed funding for UNFPA at the beginning of his presidency, but signed a foreign aid appropriations bill for FY99 that zeroed out funding for UNFPA.

Citing Kemp-Kasten, President George W. Bush cut off funding to UNFPA for fiscal years 2002-2008.  In 2008 Secretary of State Colin Powell explained the reason for withholding funds saying, “UNFPA’s support of, and involvement in, China’s population-planning activities allows the Chinese government to implement more effectively its program of coercive abortion. Therefore, it is not permissible to continue funding UNFPA at this time.”

Republicans aren’t giving up on the the twin goal of reducing spending AND protecting the unborn from violence.

The criticism continues for pro-abortion Vice-President Joe Biden following his refusalto condemn the forced abortions and human rights abuses associated with the one-child policy in China.

In a speech, Biden talked about demographic concerns associated with the policy but said he would not “second-guess” it and “understood” why Chinese put the policy in place.

Now, Biden faces criticism from Republican presidential candidate Mitt Romney, the first Republican to have addressed the statement.

“China’s one-child policy is gruesome and barbaric,” Romney told the Washington Post. “Vice President Biden’s acquiescence to such a policy should shock the conscience of every American. Instead of condoning the policy, Vice President Biden should have condemned it in the strongest possible terms. There can be no defense of a government that engages in compulsory sterilization and forced abortions in the name of population control.”

Later Tuesday, GOP candidate Rick Perry released a statement condemning Biden’s comments, and the forced abortion policy.

“China’s one child policy has led to the great human tragedy of forced abortions throughout China, and Vice President Biden’s refusal to ‘second-guess’ this horrendous policy demonstrates great moral indifference on the part of the Obama Administration. Americans value life, and we deserve leaders who will stand up against such inhumanity, not cast a blind eye,” he said.

[…]The one-child policy, instituted by the Communist government in the late 1970s to stem rising population, compels couples in urban areas to have just one child and limits couples in rural areas to two children if the first child is a girl, as girls are seen as having lesser value than boys in some parts of the Asian nation.

The policy has stirred global controversy since it was implemented, as it has resulted in massive campaigns of forced abortions and sterilizations, fines for families violating the rule, sentences to prison and forced labor camps for violators and their families who shelter them from government officials, home detention, loss of jobs or government benefits, beatings and other human rights abuses.

This is really not a big surprise considering that Barack Obama is the most pro-abortion president ever, and Obama’s Science Czar John Holdren even advocated for mass sterlizations, forced abortions and a world police force. (Presumably to perform the forced abortions)

Secretary of State Hillary Clinton is warning members of the U.S. House that she will personally urge pro-abortion President Barack Obama to veto a State Department funding bill over cuts to groups that perform and promote abortions.

As LifeNews has reported, House Republicans have put forward an appropriations bill that would put the Mexico City Policy back in place. The policy, which President Barack Obama ditched during his first week in office, prevents the funding of groups that promote or perform abortions overseas.

Planned Parenthood is one of the major recipients of millions of dollars through the State Department and the USAID program and the abortion business refused to stop doing abortions or lobbying other nations to change their pro-life laws during the Bush administration so it could receive funds for non-abortion family planning services. The abortion business is lobbying Congress to reject the bill and Clinton took its side today.

Clinton, in the letter, according to CNN, called the bill “debilitating to my efforts to carry out a considered foreign policy and diplomacy” and said she “will recommend personally” that Obama veto the bill. She addressed the letter to pro-life Rep. Ileana Ros-Lehtinen, a Florida Republican who is the chair of the House Committee on Foreign Affairs.

[…]Responding to Clinton’s letter, Ros-Lehtinen’s office told CNN the pro-life lawmaker is “disappointed that the Obama administration would stand in the way” of the measure that “blocks U.S. tax dollars from being wasted on foreign organizations, programs, and governments that work to undermine U.S. interests abroad.”

The language of the legislation also bans funding for the United Nations Population Fund (UNFPA), an agency that has promoted abortions internationally and worked hand-in-hand with population control officials in China who have relied on forced abortions and sterilizations to enforce the one-child policy.

The policy has been a central tenant of pro-life foreign policy during Republican administrations, but pro-abortion presidents Bill Clinton and Barack Obama both scrapped it during their first weeks in office. The policy, first named for a conference in Mexico City where pro-life President Ronald Reagan announced it, ensures taxpayer dollars don’t flow through international family planning programs to organizations like the International Planned Parenthood Federation, which claims to have done hundreds of thousands of abortions worldwide.

Despite Obama and Senate Democrats holding up the pro-life policy, Republicans have made inroads into cutting the international pro-abortion agenda.

In April, pro-life Speaker John Boehner secured an budget agreement that, in part, cuts funding to the pro-abortion UNFPA (United Nations Family Planning Agency) that has worked hand-in-hand with Chinese population control officials who have enforced the one-child rule with forced abortions and other human rights abuses.

Still wondering how much Democrats believe in abortion? It’s a sacrament.
