New study: stronger net neutrality laws are a tax on Internet use

The leftist Washington Post reports on a new study which counts the cost of the Obama administration’s proposed “net neutrality” policies.

[A] new study suggests that strong controls on Internet providers might force Americans to pay more for their Internet, anyway.

Internet service providers would be subject to more than $15 billion a year in new fees if the Federal Communications Commission decides to start regulating them with Title II of the Communications Act — the same tool the agency uses to police telephone service, according to Hal Singer and Robert Litan, two economists who support less-aggressive net neutrality rules. And those charges, they say, would inevitably be passed along to you.

Regulating broadband under Title II would allow federal, state and local governments to collect the same fees from ISPs that they already levy on phone companies. Among these are a “universal service” fee that was established decades ago to help ensure everyone in the country had access to telephone service.

In a paper published by the Progressive Policy Institute, Singer and Litan argue that these and other charges stemming from various state and local rules could add $84 or more to a U.S. household’s yearly Internet bill.

“Although the state and federal governments collect these fees from broadband providers,” Singer and Litan write, “history shows — and economic models of competitive markets predict — that the fees are passed along to customers, just as they are now on telecommunication services. So consumers’ Internet bills will soon have all those random charges tacked on at the end, much like they see on their phone bills.”

The study is the latest effort by opponents of strong net neutrality rules to describe the potential economic fallout of regulating ISPs under Title II. Last month, telecom lobbyists argued to the FCC that aggressive regulation would slow down the pace of industry investment in network upgrades, to the tune of $45 billion over the next five years.

And there is this from the Heartland Institute, a free-market think tank:

On June 17, FCC Chairman Julius Genachowski pushed through a 3-2 vote along party lines to begin his agency’s process of reclassifying broadband Internet access under a more restrictive regulatory regime known as Title II. Once the Internet is reclassified as a telecommunications service rather than an information service under Title I, the FCC will have seized the power necessary to micromanage the vibrant medium we take for granted.

Numerous studies have found FCC enforcement of net neutrality rules would harm the digital economy and consumers. The research on net neutrality points out regulation would stifle innovation and impose costs that would be passed on to consumers. Study after study finds net neutrality is an attempt to fix a “market failure” that doesn’t exist.

A recent study from New York University concluded net neutrality would cost Americans 500,000 jobs and $62 billion over the next five years. The international market research firm Frost & Sullivan found net neutrality regulations would likely pass on to the consumer up to $55 per month in additional costs. These and other studies show a hands-off approach to Internet regulation maximizes social and economic welfare.

How common is it for a star to support complex, embodied life?

I blogged a while back about the need for a star to be massive, in order to push out the habitable zone far enough that the planet in the zone does not get tidally locked, killing the planet’s ability to support life. Recently, I blogged about another factor that’s needed – large planets further out which catch comets for us have to have a circular orbit, or they will pull us out of the habitable zone.

That’s two factors. But here’s an article from Evolution News that talks about liquid water and tidal locking, but it has even more factors that need to be fine-tuned for habitability.

Stars with masses of 0.1-0.5 solar mass make up 75 percent of the stars in our Milky Way galaxy.6 These represent the red dwarfs, the M class. But these stars have low effective temperatures, and thus emit their peak radiation at longer wavelengths (red and near-infrared).7 They can have stable continuously habitable zones over long time scales, up to 10 billion years, barring other disruptions. It is also easier to detect terrestrial sized planets around them.8 But a serious problem with red dwarf stars in the K and M classes is their energetic flares and coronal mass ejection events. Potentially habitable planets need to orbit these stars closer, to be in these stars’ habitable zones. Yet the exposure to their stellar winds and more frequent and energetic flares becomes a serious issue for habitability. Because of these stars’ smaller mass, ejections get released with more violence.9 Any planet’s atmosphere would be subject to this ionizing radiation, and likely expose any surface life to much more damaging radiation.10 The loss of atmospheres in these conditions is likely, but the timescales are dependent on several factors including the planet’s mass, the extent of its atmosphere, the distance from the parent star, and the strength of the planet’s magnetic field.11 To protect its atmosphere for a long period, like billions of years, a planet with more mass and thus higher gravity could hold on to the gases better. But this larger planet would then hold on to lighter gases, like hydrogen and helium, and prevent an atmosphere similar to Earth’s from forming.12 Another consequence is that the increased surface pressure would prevent water from being in the liquid phase.13

So again, you need to have a huge, massive star in order to hold the planet in orbit over LONG distances. If it’s a short distance, you not only have the tidal-locking problem, but you also have this solar activity problem (flares, coronal ejections).

But wait! There’s more:

Another stellar parameter for advanced life has to do with UV (ultra-violet) radiation. The life-support star must provide just enough UV radiation, but not too much. UV radiation’s negative effects on DNA are well known, and any life support body must be able to sustain an atmosphere to shield them. Yet the energy from UV radiation is also needed for biochemical reactions. So life needs enough UV radiant to allow chemical reactions, but not so much as to destroy complex carbon molecules like DNA. Just this flux requirement alone requires the host star have a minimum stellar mass of 0.6 solar masses, and a maximum mass of 1.9 solar masses.14

So the ultra-violet radiation that is emitted has to be finely-tuned. (I’m guessing this assumes some sort of chemical origin-of-life scenario)

Still more:

Another requirement for habitable planets is a strong magnetic field to prevent their atmosphere from being lost to the solar winds. Planets orbiting a red dwarf star are also more affected by the star’s tidal effects, slowing the planet’s rotation rate. It is thought that strong magnetic fields are generated in part by the planet’s rotation.15 If the planet is tidally braked, then any potential for a significant magnetic field is likely to be seriously degraded. This will lead to loss of water and other gases from the planet’s atmosphere to the stellar winds.16 We see this in our solar system, where both Mercury and Venus, which orbit closer to the Sun than Earth, have very slow rotation rates, and very modest magnetic fields. Mercury has very little water, and surprisingly, neither does Venus. Even though Venus has a very dense atmosphere, it is very dry. This is due to UV radiation splitting the water molecules when they get high in the atmosphere, and then the hydrogen is lost to space, primarily, again, by solar wind.17

You have to hold on to your umbrella (atmosphere), or you get hit with dangerous rain (solar winds).

So a few more factors there, and remember, this is just the tip of the iceberg when it comes to circumstellar habitability constraints.

J. P. Moreland explains the meaning of happiness in the Christian worldview

According to ancient thought, happiness is a life well lived, a life that manifests wisdom, kindness and goodness. For the ancients, the happy life — the life we should dream about — is a life of virtue and character. Not only did Plato, Aristotle, the Church Fathers and medieval theologians embrace this definition, but Moses, Solomon and (most importantly) Jesus did, too. Sadly their understanding is widely displaced by the contemporary understanding of happiness defined as pleasure and satisfaction, a subjective emotional state associated with fleeting, egocentric feelings.

How can we be certain Jesus is inviting us to a classical understanding of happiness in Matthew 16:24-26? He isn’t talking about going to heaven rather than hell, nor is He telling his followers how to avoid premature death. Where Matthew writes, “what will a man be profited, if he gains the whole world, and forfeits his soul” (emphasis added), Luke clarifies Jesus’ teaching by replacing “his soul” with the word “himself” (Luke 9:25). The issue is finding one’s self vs. losing one’s self. More specifically, to find one’s self is to find out how life ought to look like and learn to live that way; it’s to become like Jesus, with character that manifests the fruit of the Spirit and the radical nature of Kingdom living; it’s to find out God’s purposes for one’s life and to fulfill those purposes in a Christ-honoring way.

I like that “success produces a hero”. Who doesn’t want to be a hero? I certainly do.

In one of his lectures, Dr. Moreland says, and I quote: “Happiness is the freedom to do what we ought to do”. That’s right. When a person is free to comply with God’s design for human flourishing, then he/she is happy. My biggest source of unhappiness is the feeling that I cannot be who I want to be as a Christian. It’s getting even worse when I think about how the government is now using force to prevent me from spending what I earn the way I want, and saying what I want about the issues of the day, regardless of who is offended. I am becoming increasingly thankful for the time I spend with other dedicated Christians. That’s when I can be myself and not worry about what anyone is going to think of me. This is no small source of happiness.
